Public administration in the field of traffic includes:

1) definition, development, implementation of the state policy in the field of traffic;

2) financing of activities in the field of road traffic and ensuring its safety;

3) providing compulsory insurance of civil liability of vehicle owners to third parties, as well as carriers to passengers;

4) maintaining statistical reporting and state accounting of the main target indicators of traffic conditions and ensuring its safety;

5) development, adoption, approval and implementation of legislative and other regulatory legal acts on road safety issues in accordance with the established procedure;

6) establishing the competence of the Government of the Republic of Kazakhstan, central, local representative and executive bodies;

7) coordination of the activities of central and local executive bodies, individuals and legal entities in order to prevent road accidents and reduce the severity of their consequences;

8) ensuring the functioning of the risk management system in the field of traffic;

9) ensuring road safety and eliminating the consequences of road accidents;

10) ensuring the safety of roads and their capacity;

11) ensuring the safety of vehicles;

12) ensuring the safe behavior of road users;

13) implementation of international cooperation;

14) implementation of state control over the implementation of the legislation of the Republic of Kazakhstan in the field of road safety;

15) other forms of public administration in accordance with the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated April 17, 2014 No. 194-V SAM.

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
