1. Citizens of the Republic of Kazakhstan, foreigners permanently residing in the Republic of Kazakhstan and stateless persons have the right to obtain identity documents corresponding to their status.

2. Citizens of the Republic of Kazakhstan, regardless of their place of residence, foreigners and stateless persons permanently residing or temporarily staying in the Republic of Kazakhstan, are required to have identity documents corresponding to their status.

The Law of the Republic of Kazakhstan dated January 29, 2013 No. 73-V.

This Law defines the legal basis of identity documents, establishes requirements for their registration, and regulates activities related to the production, issuance, replacement, delivery, seizure and destruction of identity documents.
