Article 5. Rights and obligations of service providers The Law on State and Socially Responsible Services
1. Service providers have the right to:
1) receive from central government agencies, local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of regional significance, towns, villages, rural districts the information necessary for the provision of "state or socially responsible services;
2) excluded by the Law of the Republic of Kazakhstan dated 07/14/2022 No. 141-VII (effective ten calendar days after the date of its first official publication).
2. Service providers are required to:
1) provide public services in accordance with subordinate regulatory legal acts defining the procedure for the provision of public services;
1-1) provide socially responsible services in accordance with the rules governing the provision of socially responsible services and approved by the service provider in consultation with the authorized body responsible for regulation or management in the relevant field.;
2) create the necessary conditions for people with disabilities to receive government or socially responsible services.;
3) provide complete and reliable information on the procedure for providing state or socially responsible services to service recipients in an accessible form;
4) provide central state bodies, local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of district significance, towns, villages, rural districts, other service providers, State Corporations with documents and information necessary for the provision of state or socially responsible services, including including through the integration of information systems, in accordance with the legislation of the Republic of Kazakhstan;
5) ensure that the result of a state or socially responsible service is delivered to a State Corporation provided through a State Corporation no later than one day before the expiration of the deadline for the provision of a state or socially responsible service established by a subordinate regulatory legal act defining the procedure for the provision of public services or the rules for the provision of socially responsible services, with the exception of state or socially responsible services provided within one business day;
6) to improve the skills of employees in the field of public services, as well as to teach communication skills with people with disabilities;
7) consider complaints from service recipients and inform them of the results of the review within the time limits established by this Law;
8) provide an opportunity for service recipients to receive information about the stage of execution of a state or socially responsible service.;
9) take measures aimed at restoring the violated rights, freedoms and legitimate interests of service recipients;
10) ensure the smooth functioning of information systems used to provide government or socially responsible services, as well as those containing the necessary up-to-date information for their provision;
11) ensure that data is entered into the information system for monitoring their provision on the stage of state or socially responsible services in accordance with the procedure established by the authorized body in the field of informatization;
12) obtain written consent or consent confirmed by an electronic digital signature, or consent via a subscriber's cellular communication device of the service recipient for the use of information constituting a legally protected secret contained in information systems in the provision of government or socially responsible services, unless otherwise provided by the laws of the Republic of Kazakhstan;
13) use electronic documents from the digital documents service to provide government or socially responsible services in cases stipulated by subordinate regulatory legal acts defining the procedure for the provision of public services or the rules for the provision of socially responsible services.;
14) to refuse to provide state or socially responsible services in cases and on the grounds established by the laws of the Republic of Kazakhstan.
When providing state or socially responsible services, claims from service recipients are not allowed.:
1) documents and information that can be obtained from information systems used to provide public services or digital document services;
2) notarized copies of documents, the originals of which are submitted for verification to the service provider, the State Corporation, except in cases provided for by the legislation of the Republic of Kazakhstan on social protection.

This Law regulates public relations in the provision of public services.
