Article 5. The basic principles of state regulation of activities in the field of communications of the Law on Communications
The principles of state regulation of activities in the field of communications are:
1) protection of the rights and legitimate interests of users of communication services, business entities engaged in activities in the field of communications;
2) creating conditions for the provision of universal communication services;
3) freedom of transmission of messages over networks and means of telecommunications, freedom of reception, delivery and transit of postal items;
4) equality of the rights of individuals and legal entities to participate in activities in the field of communications and to use its results;
5) fair competition;
6) ensuring the security, reliability and manageability of communications, taking into account network technological features based on common standards in the territory of the Republic of Kazakhstan;
7) promoting the expansion of international cooperation in the field of communications, integration into the global communications system;
8) ensuring centralized management of national communications resources.
The Law of the Republic of Kazakhstan dated July 5, 2004 No. 567.
This Law establishes the legal basis for activities in the field of communications in the territory of the Republic of Kazakhstan, defines the powers of state bodies to regulate these activities, the rights and obligations of individuals and legal entities providing or using communications services.
