Article 51. The procedure for holding a session of the Constitutional Court to consider an appeal accepted for constitutional proceedings. The Constitutional Law On the Constitutional Court of the Republic of Kazakhstan

     1. Consideration of appeals by the Constitutional Court is carried out at its session.

     2. At the appointed time, the Chairman:

     1) it is certified that there is a sufficient number of judges of the Constitutional Court to conduct the session and that the minutes are kept.;

     2) declares the session of the Constitutional Court open;

     3) reads out the issues to be considered;

     4) gives the floor to the judge of the Constitutional Court, the speaker, to state the substance of the matter, to inform about the presence of summoned participants in the meeting and the reasons for the absence of those absent;

     5) interrogates the participants of the meeting about the availability of their petitions, submits them for the permission of the Constitutional Court.;

     6) announces the beginning of consideration of the issues to be considered.

     3. If necessary, explanations and speeches by participants in the constitutional proceedings and other invited persons may be heard.

     4. At the end of the speeches of the participants in the meeting, upon receipt of the petition, the final speeches of the participants in the constitutional proceedings are heard. The Constitutional Court may grant them time to prepare for their final statements.

     5. If the issue is sufficiently clarified, the chairman announces the removal of the staff to the conference room and the opening of a meeting of judges of the Constitutional Court to work out a final decision. The presence of unauthorized persons is not allowed during the meeting. The disclosure of opinions that took place during the meeting, the course and results of voting is prohibited. During the meeting, judges of the Constitutional Court may freely state their own position on the issue under consideration and ask other judges of the Constitutional Court to clarify their positions.
