1. Education quality management is aimed at implementing a unified state policy in the field of education and includes state and institutional structures that form a unified national system for assessing the quality of education, the rational use of funds allocated to finance education, and the overall effectiveness of the education system.

2. Education quality management is carried out by making managerial decisions at all levels of education based on the results of educational monitoring.

3. Educational monitoring is carried out using a set of administrative data and analytical evaluation indicators for external and internal assessment of the quality of the education system.

4. Monitoring of students' educational achievements is a systematic monitoring of the quality of education, independent of educational organizations.

In organizations of primary and basic secondary education, monitoring of students' educational achievements is carried out in order to assess the quality of students' knowledge for compliance with state mandatory standards of primary and basic secondary education.

In organizations of technical and vocational, post-secondary education, monitoring of students' educational achievements is carried out in order to assess the level of mastering general education disciplines and (or) professional modules or general professional, special disciplines for compliance with the state mandatory standard of technical and vocational, post-secondary education.

5. Excluded by the Law of the Republic of Kazakhstan dated 08.01.2021 No. 410-VI (effective ten calendar days after the date of its first official publication).

6. The list of organizations of secondary, technical, vocational, and post-secondary education in which students' educational achievements are monitored is determined by the authorized body in the field of education.

7. An organization that implements a set of measures to monitor students' educational achievements:

1) excluded by the Law of the Republic of Kazakhstan dated 08.01.2021 No. 410-VI (effective ten calendar days after the date of its first official publication);

2) develops an assessment methodology and tools for monitoring students' educational achievements;

3) monitors and processes student responses;

4) conducts a comprehensive analysis of the results of monitoring students' educational achievements.

The Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
