Local executive bodies of regions, cities of republican significance and the capital:

1) carry out state control in the field of seed production;

2) implement the state policy in the field of seed production;

3) submit proposals for the volume of production and sale of elite seeds by elite seed farms to the authorized body for consideration.;

4) certify the subjects of seed production with the issuance of a corresponding certificate in accordance with the procedure determined by the authorized body;

5) maintain the state electronic register of permits and notifications;

6) draw up seed balances for the region, the city of republican significance and the capital;

7) ensure that the necessary information in the field of agricultural seed production is provided to the authorized body in the field of agriculture;

8) promote, within their competence, the formation of insurance and seed transfer funds by agricultural producers;

9) make proposals on schemes and methods for conducting primary, elite seed production and mass propagation of agricultural seeds;

10) monitor the implementation of the procedure for varietal and seed control, testing of varietal crops, soil assessment, laboratory varietal tests, and seed quality examination;

10-1) excluded by the Law of the Republic of Kazakhstan dated 04.12.2015 No. 435-V (effective from 01.01.2016);

10-2) carry out monitoring of seed resources in the relevant territory;

11) establish the maximum selling price for subsidized seeds within the quotas determined in accordance with subparagraph 12) of Article 6-1 of this Law.;

12) determine the annual quotas for each type of seeds to be subsidized:

for original seeds – for each certified subject in the field of seed production;

for elite seeds – for each administrative-territorial unit;

13) control the targeted use of subsidized original and elite seeds;

14) organize the training and advanced training of approbators and seed experts;

15) monitor compliance with regulatory legal acts on the examination of varietal and sowing qualities of seeds of agricultural plants;

16) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication);

17) on the basis of a proposal from the state seed inspector, suspend:

the validity of the attestation certificate certifying the subject's right to carry out activities in the field of seed production;

activities related to the examination of varietal and sowing qualities of seeds;

18) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated February 8, 2003 No. 385.

This Law defines the legal, economic and organizational bases for carrying out activities in the field of seed production and is aimed at regulating the organization and functioning of the seed production system and state control over the production, harvesting, processing, storage, transportation, sale and use of seeds of agricultural plants.
