Local executive bodies of regions, cities of republican significance and the capital:

1) implement, within their competence, the State policy on refugee issues;

2) issue a certificate of an asylum seeker;

3) carry out procedures for granting, extending, depriving and terminating refugee status;

4) they issue a refugee certificate;

5) create and send monthly lists of asylum seekers and refugees to the authorized body, national security agencies and internal affairs agencies;

6) establish commissions for the implementation of the procedure for granting, extending, depriving and terminating refugee status;

7) ensure respect for the rights of asylum seekers and refugees;

8) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated December 4, 2009 No. 216-IV.

This Law defines the legal status of asylum seekers and refugees in the territory of the Republic of Kazakhstan.
