1. Production control in the field of electric power industry (hereinafter referred to as production control) is carried out by energy producing, energy transmission organizations and the system operator.

2. The objectives of production control are:

1) ensuring compliance with the requirements of the legislation of the Republic of Kazakhstan in the field of electric power industry;

2) conducting monitoring on the safe operation of power equipment, power plants, and electrical networks;

3) ensuring the reliability and safety of production, transmission and consumption of electric energy;

4) carrying out work by employees who have passed the knowledge test of the rules of technical operation and safety regulations;

5) timely preparation and implementation of repair and restoration works by energy producing, energy transmission organizations and the system operator, including in the autumn-winter period;

6) maintenance of equipment, buildings and structures in a state of operational readiness;

7) analysis and development of measures aimed at compliance with safety regulations;

8) identification of circumstances and causes of violations affecting the safety of work;

9) coordination of work aimed at preventing technological violations.

3. Energy producing, energy transmission organizations and the system operator are developing regulations on production control.

A standard regulation on production control is being developed and approved by the authorized body.

4. An official exercising production control is appointed and dismissed by an act of the head of energy producing, energy transmission organizations and the system operator in coordination with the territorial subdivision of the state body for state energy supervision and control in terms of compliance with qualification requirements, work experience and position not lower than the head of the structural subdivision.

5. The official carrying out production control is obliged to:

1) develop a work plan for the implementation of production control in the departments of energy producing, energy transmission organizations and the system operator;

2) to carry out production control over employees' compliance with requirements in the field of electric power industry;

3) to organize and carry out safety checks for the operation of power equipment and the production of works;

4) organize the development of action plans to ensure safety and eliminate technological violations;

5) to bring to the attention of employees of energy producing, energy transmission organizations and the system operator information on changes in the requirements of the legislation of the Republic of Kazakhstan in the field of electric power industry;

6) submit proposals to the head of the energy producing, energy transmission organizations and the system operator on:

carrying out measures to ensure safety, eliminate violations of the requirements of the legislation of the Republic of Kazakhstan in the field of electric power industry;

suspension of work carried out in violation of the requirements of the legislation of the Republic of Kazakhstan in the field of electric power industry, endangering the life and health of employees, or which may lead to technological disruptions;

dismissal of employees who have not completed timely training and retraining in accordance with the rules of technical operation and safety regulations;

7) submit monthly, by the 10th day of the month following the reporting month, or upon request (in cases of accidents and failures of the first degree), a report in accordance with the tasks of production control to the territorial divisions of the state body for state energy supervision and control.;

8) exercise other powers stipulated by the legislation of the Republic of Kazakhstan in the field of electric power industry.

6. The official exercising production control has the right to:

1) to receive documents and materials necessary for the implementation of production control;

2) to obtain unhindered access to facilities of energy producing, energy transmission organizations and the system operator at any time of the day.

The Law of the Republic of Kazakhstan dated July 9, 2004 No. 588.

This Law regulates public relations arising in the process of production, transmission and consumption of electric energy.
