1. The central executive bodies, within the limits of their competence, implement the state policy in the field of energy conservation and energy efficiency improvement and submit reports on energy conservation and energy efficiency improvement to the authorized body in the form and within the time limits established by the authorized body.

2. Authorized State Body for Architecture, Urban Planning and Construction:

1) ensures compliance with the requirements for energy conservation and energy efficiency improvement in architectural, construction and other pre-design and (or) design (estimate) documentation developed and approved for the reconstruction and construction of buildings, structures, structures;

2) ensures the development and approval of pre-design and (or) design (estimate) documentation for typical apartment buildings, taking into account thermal modernization;

3) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

3. Authorized state body in the field of technical regulation:

1) carries out state control over the designation of the class and characteristics of energy efficiency in the technical documentation and on the label of electrical energy-consuming devices in accordance with the technical regulations of the Eurasian Economic Union;

2) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

4. Local executive bodies of the regions:

1) ensure the inclusion of energy conservation and energy efficiency measures in the development program of the relevant territory;

1-1) develop and approve roadmaps for energy conservation and energy efficiency improvement with a three-year implementation period in coordination with the authorized body, and also implement them;

2) implement, within their competence, the state policy in the field of energy conservation and energy efficiency improvement;

3) carry out, within their competence, monitoring of compliance with energy consumption standards by government agencies;

4) perform other functions in accordance with the legislation of the Republic of Kazakhstan.

5. Local executive bodies of cities of republican significance, the capital:

1) ensure the inclusion of energy conservation and energy efficiency measures in the development program of the relevant territory;

1-1) develop and approve roadmaps for energy conservation and energy efficiency improvement with a three-year implementation period in coordination with the authorized body, and also implement them;

2) implement, within their competence, the state policy in the field of energy conservation and energy efficiency improvement;

3) within their competence, monitor compliance with energy consumption standards by government agencies, organize energy audits, thermal modernization of government agencies, purchase and install energy metering devices and automatic heat management systems for government agencies, and ensure the modernization of park and street lighting, taking into account the use of energy-saving lamps;

4) organize the disposal of mercury-containing energy-saving lamps used by the population;

5) perform other functions in accordance with the legislation of the Republic of Kazakhstan.

6. Local executive bodies of districts (cities of regional significance):

1) ensure the inclusion of energy conservation and energy efficiency measures in the development program of the relevant district (city of regional significance);

2) implement, within their competence, the state policy in the field of energy conservation and energy efficiency improvement;

4) organize the disposal of mercury-containing energy-saving lamps used by the population;

5) perform other functions in accordance with the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated January 13, 2012 No. 541-IV.

This Law regulates public relations and defines the legal, economic and organizational foundations of the activities of individuals and legal entities in the field of energy conservation and energy efficiency improvement.
