Authorized body in the field of housing relations and housing and communal services:

1) participates in the implementation of the state policy in the field of thermal energy in terms of thermal energy consumption;

2) coordinates, develops and approves regulatory legal acts in the field of thermal energy in terms of heat energy consumption in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

3) develops and sends to the authorized body the key and target indicators of heat power engineering in terms of heat energy consumption;

4) develops and approves, within the limits of its competence, regulatory and technical documentation in the field of thermal power engineering in terms of thermal energy consumption;

5) provides methodological support in the field of heat power engineering in terms of heat energy consumption;

6) organizes scientific research in the field of thermal power engineering in terms of thermal energy consumption;

7) develops and approves standard rules for calculating utility consumption rates for the sale of thermal energy for consumers who do not have commercial metering devices;

8) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations arising in the process of production, transportation, sale and consumption of thermal energy for municipal and industrial needs, as well as the high-quality functioning and development of heat supply systems and state regulation in the field of thermal energy.
