The competence of the authorized body includes:

1) development of the main policy directions in the field of state support of grain production and organization of their implementation;

1-1) implementation of coordination and methodological guidance of local executive bodies in the field of grain market;

1-2) determination of the grain market operator;

1-3) Registrar definition;

2) development and approval of qualification requirements for the provision of warehousing services with the issuance of grain receipts;

2-1) is excluded by the Law of the Republic of Kazakhstan dated 07/15/2011 No. 461-IV (effective from 01/30/2012);

2-2) excluded by the Law of the Republic of Kazakhstan dated 04.12.2015 No. 435-V (effective from 02.01.2016);

12) development and approval of rules:

conducting quantitative and qualitative accounting of grain;

grain storage;

conducting temporary management of a grain receiving enterprise;

formation and maintenance of the state electronic register of holders of grain receipts;

12-1) development and approval:

rules for monitoring the grain market;

standard reporting forms for grain receiving enterprises;

Regulations on State grain inspectors;

12-2) development and approval of forms, volume and frequency of data transmission to the state electronic register of holders of grain receipts;

33) exercise of other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates relations arising in the process of grain production, storage and sale in the Republic of Kazakhstan.
