Authorized body:

1) performs strategic, regulatory and implementation functions within its competence;

2) coordinates the activities of central government agencies, local executive bodies and local councils of agglomerations on the development of agglomerations;

2-1) on the basis of and in pursuance of the main directions of the internal and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, formulates a state policy in the field of agglomerations development in accordance with the legislation of the Republic of Kazakhstan;

3) develops proposals for defining goals and objectives aimed at ensuring the formation, development and functioning of agglomerations;

4) provides assistance to local executive bodies of the capital, the city of republican significance and the region, the settlements of which are part of the agglomeration, regarding the development of agglomerations;

5) develops the list and composition of agglomerations;

6) develops regulations on the Council for agglomerations;

7) develops and approves the regulations on the local council of the agglomeration;

8) defines the requirements for the content of the agreement on the joint resolution of issues of local importance in the territory of the agglomeration;

8-1) develops and approves regulatory legal acts in the field of agglomeration development in accordance with the legislation of the Republic of Kazakhstan;

9) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations aimed at creating legal and organizational conditions for the formation, development and functioning of agglomerations in the Republic of Kazakhstan.
