Article 6. Information, access to which is not subject to restriction of the Law on Access to Information
Access to the following socially significant information is not subject to restriction:
1) emergency situations and disasters that threaten the safety and health of citizens and their consequences, as well as natural disasters, their official forecasts and consequences;
2) on the state of health, sanitation, demography, migration, education, culture, social protection, economy, agriculture, as well as on the state of crime;
3) about the facts of committing acts of terrorism;
4) on the state of the environment, fire safety, as well as on the sanitary-epidemiological and radiation situation, food safety;
5) on privileges, compensations and benefits provided by the state to individuals and legal entities;
6) on the facts of violation of human and civil rights and freedoms;
7) on the size of the gold and foreign exchange reserve of the National Bank of the Republic of Kazakhstan;
8) containing the texts of regulatory legal acts of the Republic of Kazakhstan, with the exception of regulatory legal acts containing state secrets and other legally protected secrets, as well as their drafts;
9) on the formation and expenditure of funds from the national and local budgets, with the exception of information containing state secrets;
10) on control, state audit and financial control over the expenditure of funds from the national and local budgets, state assets, with the exception of information containing state secrets and other legally protected secrets;
11) facts of violations of the law by information holders and their officials;
12) mass repressions based on political, social and other motives, including those in archives, with the exception of information classified as state secrets of the Republic of Kazakhstan.
13) on the implementation of the points of the investment plan of the state body and other documents of the State Planning System of the Republic of Kazakhstan;
14) on the ownership of electric grid facilities, with the exception of information containing state secrets and other legally protected secrets;
15) statistical data on the state of digital assets.

This Law regulates public relations resulting from the exercise of everyone's constitutional right to freely receive and disseminate information in any manner not prohibited by law.
