Article 6. Mainline railway network of the Railway Transport Act
1. Carriers carry out transportation on the main railway network in accordance with the Rules for using the main railway network.
2. The carrier pays a fee to the National Infrastructure Operator for the services of the main railway network in the amount established in accordance with the legislation of the Republic of Kazakhstan.
3. The right of access to the services of the main railway network is provided by the National Infrastructure Operator. The national infrastructure operator is obliged to ensure non-discriminatory access to the services of the mainline railway network and to provide carriers with an equal right to use the mainline railway network.
The procedure for providing access to the services of the mainline railway network is determined by the legislation of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
4. The national infrastructure operator carries out the operation, maintenance, modernization, and construction of the mainline railway network.
The construction of new trunk roads is carried out by decision of the authorized body.
The Law of the Republic of Kazakhstan dated December 8, 2001 No. 266.
This Law regulates public relations between carriers, participants in the transportation process, government agencies, passengers, senders, recipients, shippers, consignees, and other individuals and legal entities when transporting passengers, baggage, cargo, baggage, and mail by rail.
