Article 6. Procedure for using the State Emblem of the Republic of Kazakhstan of the Constitutional Law On State Symbols of the Republic of Kazakhstan
1. The State Coat of Arms must be placed:
1) on the buildings of the Residence of the President of the Republic of Kazakhstan, Parliament, Senate and Mazhilis, Government, ministries, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments and territorial divisions, the Constitutional Court of the Republic of Kazakhstan, the Supreme Court and local courts of the Republic of Kazakhstan, the Supreme Judicial Council, formations, military units, divisions and institutions of the Armed Forces, other troops and military formations, local representative and executive bodies, as well as on embassy buildings, permanent missions to international organizations, trade missions, other official foreign institutions, residences of heads of foreign institutions of the Republic of Kazakhstan - permanently;
2) in the offices of the President of the Republic of Kazakhstan, the Chairmen of the Chambers of the Parliament of the Republic of Kazakhstan, the Prime Minister, the State Adviser, the Chairman of the Constitutional Court, the Chairman of the Supreme Court and the Chairmen of local courts of the Republic of Kazakhstan, the Chairman of the Supreme Judicial Council, the Chairman of the Central Election Commission, the Commissioner for Human Rights of the Republic of Kazakhstan, heads of ministries, government agencies directly subordinate to and accountable to the President of the Republic of Kazakhstan, their departments and territorial divisions, heads of local representative and executive bodies, heads of foreign institutions of the Republic of Kazakhstan - permanently;
3) in the halls where joint and separate sessions of the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan are held, meetings of the coordinating and working bodies of the chambers of the Parliament of the Republic of Kazakhstan, the Government, in the meeting rooms of the Constitutional Court, in the courtrooms of the Supreme Court and local courts of the Republic of Kazakhstan, in the meeting rooms of the Supreme Judicial Council, in the meeting rooms of the Central, local representative and executive bodies, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, in the halls of presentation of state and government awards of the Republic of Kazakhstan, in reception halls of foreign institutions of the Republic of Kazakhstan, as well as in the premises of registration of births and marriages - constantly;
4) in the premises (parts of the premises) designated for the exposition dedicated to state symbols of state-owned legal entities, national management holdings, national holdings, national companies, as well as other joint-stock companies and limited liability partnerships in respect of which the Republic of Kazakhstan is the sole shareholder (participant).
The procedure for the use (establishment, placement) of the State Coat of Arms and its image in formations, military units, subdivisions, institutions of the Armed Forces and other troops and military formations is determined by general military regulations.
2. The image of the State Coat of Arms must be placed:
1) on the seals and letterheads of documents of the President of the Republic of Kazakhstan and his Administration, the Parliament of the Republic of Kazakhstan, its Chambers and their offices, the Bureau of the Chambers of the Parliament of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan and the Office of the Government of the Republic of Kazakhstan, ministries, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments and territorial divisions, the Constitutional Court of the Republic of Kazakhstan, the Supreme Court of the Republic of Kazakhstan and local courts of the Republic of Kazakhstan, The Supreme Judicial Council of the Republic of Kazakhstan, formations, military units, subdivisions and institutions of the Armed Forces of the Republic of Kazakhstan, other troops and military formations, local representative, executive bodies and other state organizations;
1-1) on the seals of notaries;
1-2) on the seals of the State Corporation "Government for Citizens" for the implementation of state registration of acts of civil status and other types of public services related to the state registration of acts of civil status;
2) on the official publications of the President of the Republic of Kazakhstan, the Parliament, the Government, the Constitutional Court and the Supreme Court of the Republic of Kazakhstan;
3) on banknotes and coins of the National Bank of the Republic of Kazakhstan, government securities of the Republic of Kazakhstan;
4) on the identity card, birth certificate, passport and other passports issued to citizens of the Republic of Kazakhstan, service certificates of employees of state bodies and state organizations;
5) on the border posts installed on the State border of the Republic of Kazakhstan;
6) on the websites of the President of the Republic of Kazakhstan, Parliament, Government, ministries, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments and territorial divisions, the Constitutional Court of the Republic of Kazakhstan, the Supreme Court and local courts of the Republic of Kazakhstan, the Supreme Judicial Council, local representative and executive bodies, as well as foreign institutions of the Republic Kazakhstan in accordance with the procedure determined by the Government of the Republic of Kazakhstan.
The image of the State Coat of Arms can also be placed on other material objects.
3. The national Coat of Arms, regardless of its size, must comply with the national standard.
If the State Emblem does not comply with the national standard, it must be replaced and destroyed in accordance with the procedure determined by the authorized body on the use of state symbols of the Republic of Kazakhstan.
4. It is prohibited to use the image of the State Emblem of the Republic of Kazakhstan on letterheads, seals and other requisites of non-governmental organizations and their officials, except in cases established by this Constitutional Law.
The national Coat of arms may not be used as the heraldic basis of the coats of arms of public associations and other organizations.
The image of the State Coat of Arms may be used on insignia and uniforms established for persons serving in military or other public service, as an element or heraldic basis of state awards of the Republic of Kazakhstan, as well as on athletes' tracksuits and other sports accessories.
The order of use (establishment, placement) of the State Coat of Arms and its image is determined by the Government of the Republic of Kazakhstan.
