1. Authorized organization:

1) determines the species composition of pests, plant pathogens and weeds, including quarantine facilities and alien species, in samples submitted for laboratory examination;

2) detects latent infestation with pests, plant pathogens and weeds, including quarantine objects and alien species, in imported seed and planting materials;

3) performs an analysis of phytosanitary risk on an ongoing basis;

3-1) develops methods, techniques, recommendations regulating the procedure and methods of plant quarantine measures;

3-2) submits proposals to the authorized body on the exclusion of quarantine facilities, alien species from the list of quarantine facilities and alien species or its addition with quarantine facilities, alien species based on the analysis of phytosanitary risk;

3-3) conducts training for state plant quarantine inspectors and interested persons;

3-4) ensures the deposit and storage of a collection of quarantine objects and alien species;

4) provides the authorized body with information on identified quarantine facilities and alien species in samples submitted for laboratory examination.;

5) provides methodological assistance to the authorized body in the development of quarantine phytosanitary requirements;

6) exercise other powers provided for by the legislation of the Republic of Kazakhstan.

2. Republican Methodological Center for Phytosanitary Diagnostics and Forecasts:

1) conducts a survey of the territory in order to identify foci of the spread of quarantine facilities and alien species;

2) defines the boundaries and the area of the distribution centers of quarantine objects and alien species;

3) keeps records of the distribution centers of quarantine objects and alien species;

4) provides the department of the authorized body with short- and long-term forecasts of the spread of quarantine facilities and alien species;

5) exercise other powers stipulated by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated February 11, 1999 No. 344.

This Law defines the legal basis, goals, objectives and principles of plant quarantine measures, which are an integral part of the national security system, on the territory of the Republic of Kazakhstan.
