Article 7-2. State monopoly in the field of plant quarantine Law on Plant Quarantine
1. Localization and elimination of foci of spread of quarantine objects and alien species included in the list of quarantine objects and alien species, in relation to which measures for localization and elimination of foci of spread are carried out at the expense of budgetary funds, and (or) emergency measures belong to the state monopoly and are carried out by the republican state enterprise for plant quarantine.
Activities related to the quarantine phytosanitary examination of quarantined products are technologically related to activities related to the localization and elimination of foci of spread of quarantine objects and alien species included in the list of quarantine objects and alien species, in relation to which measures to localize and eliminate foci of spread are carried out at the expense of budgetary funds, and (or) emergency measures.
Localization and elimination of foci of the spread of quarantine objects and alien species, as well as emergency measures are carried out in accordance with the rules for the protection of the territory of the Republic of Kazakhstan from quarantine objects and alien species.
2. Prices for goods (works, services) produced and/or sold by a state monopoly entity are set by the authorized body in coordination with the antimonopoly authority.

This Law defines the legal basis, goals, objectives and principles of plant quarantine measures, which are an integral part of the national security system, on the territory of the Republic of Kazakhstan.
