1. The competence of a Single operator of labeling and traceability of goods includes:

1) development, implementation, administration, maintenance and operational support of an information system for labeling and traceability of goods in accordance with the requirements of the legislation of the Republic of Kazakhstan;

2) ensuring the security of information resources storage in the implementation of labeling and traceability activities;

3) release of identification tools and their accounting;

4) provision of services for applying means of identification to a tangible medium;

5) development, maintenance and updating of the National Product Catalog;

6) other functions provided for by the legislation of the Republic of Kazakhstan.

2. A single operator of labeling and traceability of goods should have the resources to ensure the labeling and traceability of goods, including:

1) data processing center(s), data transmission networks that ensure the smooth functioning of the information system for labeling and traceability of goods throughout the territory of the Republic of Kazakhstan, as well as data security and protection;

2) branches, representative offices and (or) other structural divisions up to the level of administrative centers of districts throughout the territory of the Republic of Kazakhstan for the provision of services for applying identification means to a tangible medium;

3) qualified personnel for the maintenance of its infrastructure;

4) an information system for the implementation of labeling and traceability processes of goods;

5) a contact center for servicing users of the product labeling and traceability information system;

6) equipment for printing identification means on a tangible medium provided to commodity producers – small business entities of the Republic of Kazakhstan on the terms of property lease (lease), leasing and other financial instruments.

The Law of the Republic of Kazakhstan dated April 12, 2004 No. 544.

This Law regulates public relations in the sphere of trade activity, establishes the principles and organizational bases of its state regulation.
