1. Authorized body carrying out foreign policy activities:

1) represents the Republic of Kazakhstan in relations with foreign states and international organizations on refugee issues;

2) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);

3) submits, in accordance with the procedure established by law, proposals and recommendations to the President, Parliament and Government of the Republic of Kazakhstan on the issues of relations of the Republic of Kazakhstan with foreign states and international organizations on refugee issues;

4) ensures the participation of the Republic of Kazakhstan in the activities of international organizations, conferences, meetings, forums on refugee issues and international actions to protect the rights of refugees;

5) assist, within its competence, a person recognized as a refugee in obtaining information about relatives living in the country of origin;

6) performs other functions stipulated by this Law, other laws, acts of the President and the Government of the Republic of Kazakhstan.

2. Excluded by the Law of the Republic of Kazakhstan dated December 29, 2010 No. 372-IV (effective after ten calendar days after its first official publication).

2-1. Authorized body in the field of civil protection:

1) submits to the Government of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, proposals on the release of material assets from the state material reserve to provide assistance to refugees in coordination with the authorized body in the field of the state material reserve;

2) provides assistance to local executive bodies in the deployment of tent camps, the preparation of stationary camps for the reception of refugees;

3) provides fire safety in tent and stationary refugee camps;

4) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

2-2. Internal affairs agencies:

1) carry out registration at the place of stay in the territory of the Republic of Kazakhstan of asylum seekers and refugees;

2) approve a sample travel document;

3) issue a travel document;

4) upon presentation by the national security authorities, restrict or prohibit the access of asylum seekers and refugees to certain areas or facilities located in the border zone (strip) during natural and man-made emergencies, border searches for violators of the State Border of the Republic of Kazakhstan, repelling armed invasion or mass crossings of citizens of a neighboring state to the territory of the Republic of Kazakhstan;

5) carry out the forced expulsion of asylum seekers and refugees in pursuance of court decisions that have entered into force;

6) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

3. Other state bodies of the Republic of Kazakhstan shall regulate relations on refugee issues within the competence established by this Law, other laws, acts of the President and the Government of the Republic of Kazakhstan.

This Law defines the legal status of asylum seekers and refugees in the territory of the Republic of Kazakhstan.
