Authorized body in the field of energy conservation and energy efficiency improvement:

1) participates in the implementation of the state policy in the field of thermal energy in terms of energy conservation and energy efficiency improvement;

2) develops and approves regulatory legal acts of the Republic of Kazakhstan in the field of thermal power engineering in terms of energy conservation and energy efficiency improvement in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

3) develops and submits to the authorized body the key and target indicators of thermal power engineering in terms of energy conservation and energy efficiency improvement;

4) develops and monitors the implementation of plans to reduce heat consumption by thermal power facilities in order to achieve the targets of thermal power;

5) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations arising in the process of production, transportation, sale and consumption of thermal energy for municipal and industrial needs, as well as the high-quality functioning and development of heat supply systems and state regulation in the field of thermal energy.
