Authorized body in the field of physical culture and sports:

1) performs strategic, regulatory and implementation functions within its competence;

1-1) on the basis of and in pursuance of the main directions of the internal and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, forms and implements the state policy in the field of physical culture and sports in accordance with the legislation of the Republic of Kazakhstan;

1-2) Approves the rules for the payment of monetary incentives to champions and prize-winners of international sports competitions, coaches and members of national teams of the Republic of Kazakhstan in sports and their return;

1-3) Approves the rules for payments of lifetime monthly financial support to athletes and coaches and sets their amounts;

1-4) Approves the rules for determining a single operator for the distribution of extra-budgetary funds aimed at the development of physical culture and sports;

1-5) approves the amount of monetary incentives for champions and prize-winners of international sports competitions, coaches and members of national teams of the Republic of Kazakhstan in sports;

2) carries out, within its competence, leadership and intersectoral coordination in the field of physical culture and sports;

3) develops and approves forms intended for the collection of administrative data in the field of physical culture and sports, in coordination with the authorized body in the field of state statistics.;

4) conducts departmental statistical observations; - Excluded by the Law of the Republic of Kazakhstan.

5) develops and approves an industry incentive system;

5-1) organizes and carries out training and participation of members of national and staff national teams of the Republic of Kazakhstan in sports in international sports competitions;

6) develops and approves rules for the training, retraining and advanced training of specialists in the field of physical culture and sports;

7) conducts national and international sports competitions jointly with accredited republican sports federations and local executive bodies;

8) organizes and carries out the training and participation of members of the national sports teams of the Republic of Kazakhstan (national national sports teams) in international sports competitions;

9) organizes and coordinates scientific research in the field of physical culture and sports, the implementation of their results in the practice of physical culture and sports in accordance with the legislation of the Republic of Kazakhstan;

10) develops and approves the anti-doping rules of the Republic of Kazakhstan;

11) monitors the conduct of anti-doping activities in sports;

12) assigns sports titles to athletes and coaches, deprives athletes and coaches of sports titles: "Honored Master of Sports of the Republic of Kazakhstan", "Master of Sports of the international class of the Republic of Kazakhstan", "Master of Sports of the Republic of Kazakhstan", "Honored Coach of the Republic of Kazakhstan";

13) assigns qualification categories, deprives qualification categories: coach of the highest level of qualification of the highest category, coach-teacher of the highest level of qualification of the highest category, coach of the average level of qualification of the highest category, coach-teacher of the average level of qualification of the highest category, methodologist of the highest level of qualification of the highest category, instructor-athlete of the highest qualification level of the highest category, national sports judge of the highest category, national sports judge;

14) carries out the accreditation of national sports federations;

15) develops and approves the rules for conducting presidential physical fitness tests of the population of the Republic of Kazakhstan;

16) develops and approves, in coordination with the central authorized body for budget planning, natural standards for athletes, coaches and specialists in the field of physical culture and sports, military personnel and law enforcement officers during the preparation and participation in sports events held in the territory of the Republic of Kazakhstan and abroad;

17) approves the methodology of nutrition standards and pharmacological support for athletes, including military personnel of all categories and employees of law enforcement and special government agencies, during the educational and training process and sports events;

18-1) submits proposals on the amount of monetary incentives to champions and prize-winners of international sports competitions, coaches and members of national teams of the Republic of Kazakhstan in sports (national teams in sports) to the Government of the Republic of Kazakhstan; - Excluded by the Law of the Republic of Kazakhstan.

18-2) develops rules for the payment of monetary incentives to champions and prize-winners of international sports competitions, coaches and members of national teams of the Republic of Kazakhstan in sports (national teams in sports) and their return; - Excluded by the Law of the Republic of Kazakhstan.

19) develops rules for payments of lifetime monthly financial support to athletes and coaches, submits proposals on their amounts to the Government of the Republic of Kazakhstan and ensures payments; - Excluded by the Law of the Republic of Kazakhstan.

20) approves safety rules for physical education and sports activities;

21) approves the norms and requirements for awarding sports titles, grades and qualification categories;

22) approves comprehensive targeted sports programs and individual training plans for athletes of the national teams of the Republic of Kazakhstan in sports;

23) approves the rules for the certification of coaches, teaching coaches and sports referees on the proposals of national accredited sports federations in accordance with professional standards developed and approved by the authorized body;

24) approves sports programs for physical culture and sports organizations that train sports reserves and high-class athletes;

25) develops and approves the rules for the assignment and deprivation of sports titles, ranks and qualification categories, the issuance of badges, as well as their description;

26) approves the list of types of competitions, training camps and defines their classification;

27) approves the rules of sporting events;

28) approves the rules for the transfer of an athlete from one physical culture and sports organization to another physical culture and sports organization;

29) develops and approves the rules of accreditation of sports federations;

30) annually approves the compositions of national and full-time national teams of the Republic of Kazakhstan by types of sports on the proposal of national accredited sports federations;

 31) approves the rules for the formation of national and regular national teams of the Republic of Kazakhstan, teams of the Republic of Kazakhstan and teams of regions, cities of republican significance and the capital by sports;

32) approves the age of athletes in sports for enrollment in physical culture and sports organizations in which the training process for the preparation of sports reserves and high-class athletes is carried out, as well as the minimum age for participation in sports competitions in sports in coordination with the authorized body in the field of health ;

33) appoints and dismisses the head coaches of the national sports teams of the Republic of Kazakhstan and state sports coaches on the recommendation of national accredited sports federations.;

34) in coordination with the authorized body in the field of healthcare, develops and approves the rules for compensation payments to members of the national teams of the Republic of Kazakhstan in sports when they receive sports injuries and maimings at international sports competitions.;

35) provides compensation payments to members of the national teams of the Republic of Kazakhstan in sports when they receive sports injuries and maimings at international sports competitions;

36) provides insurance for the preparation and participation of members of the national sports teams of the Republic of Kazakhstan in international sports competitions;

37) approves the rules for the recognition of sports, sports disciplines and the formation of the register of sports;

38) approves the rules for the formation of a unified calendar of mass sports events;

39) approves the unified republican calendar of mass sports events on the proposals of national accredited sports federations and ensures its implementation;

40) develops and approves standard staffing standards for organizations that carry out the educational and training process, training of sports reserves and high-class athletes, anti-doping activities, scientific and methodological, biomedical and pharmacological support, and organizations that provide athletes with medical care;

43) approves the rules for assigning the status of "specialized" to sports schools and "specialized" to departments of sports schools;

44-1) develops and approves rules for spending money allocated for sports events, including training camps for physical culture and sports organizations funded from the national and local budgets;

45) approves the rules for awarding titles in the "Best" category to athletes, coaches, specialists in the field of physical education and sports, and sports organizations;

46) in coordination with the authorized body in the field of mass media, develops rules for awarding the title of "Best Sports Journalist".;

47) approves the list of types of physical culture and sports organizations and the rules of their activities in which the training process for the preparation of sports reserves and high-class athletes is carried out;

48) in coordination with the authorized body in the field of education, approves the rules of operation of republican, regional, cities of republican significance, the capital of specialized boarding schools-colleges of the Olympic reserve and regional, cities of republican significance, the capital of boarding schools for children gifted in sports;

49) approves standard educational curricula in sports for republican, regional, cities of republican significance, the capital of specialized boarding schools-colleges of the Olympic reserve, regional, cities of republican significance, the capital of boarding schools for children gifted in sports and coordinates the curricula of republican specialized boarding schools-colleges of the Olympic reserve;

49-1) approves the list of national sports; - Excluded by the Law of the Republic of Kazakhstan.

50) approves standard curricula for sports for republican, regional, cities of republican significance, the capital of specialized boarding schools-colleges of the Olympic reserve, regional, cities of republican significance, the capital of boarding schools for children gifted in sports and coordinates the curricula of republican specialized boarding schools-colleges of the Olympic reserve;

50-1) formulates and approves a list of international and national sports competitions, the winners of which are allowed to study in the form of an external course in educational organizations that implement educational programs for technical and vocational, post-secondary education in the fields of physical culture and sports;

50-2) issues a permit for training in the form of an externship in educational organizations that implement educational programs of technical and vocational, post-secondary education in the fields of physical culture and sports, funded from the national budget;

51) develops and approves nutrition standards for animals and birds used in sports;

52) Approves the criteria and amounts of payments of money under sports activity agreements with high-class athletes, coaches and specialists in the field of physical culture and sports who train high-class athletes.;

53) approves the regulations (regulations) of international and national sports competitions;

54) approves the cost structure of sports events;

55) in coordination with the authorized body in the field of healthcare, approves the procedure and conditions for classifying athletes with disabilities.;

56) approves the composition of the organizing committees for the preparation of national teams of the Republic of Kazakhstan in sports for the Olympic, Paralympic, Deaflympic Games and other international competitions;

58) within its competence, develops and concludes international agreements of the Republic of Kazakhstan in the field of physical culture and sports, ensures their implementation, represents the Republic of Kazakhstan in international sports organizations and at international sporting events;

59) excluded by the Law of the Republic of Kazakhstan dated 05/11/2017 No. 65-VI (effective ten calendar days after the date of its first official publication);

60) in coordination with the authorized body in the field of education, develops and approves rules on the activities of educational organizations in the field of sports;

61) participates in the formation of a state educational order for the training of specialists with higher and postgraduate education, as well as with technical and vocational, post-secondary education in sports education organizations funded from the national budget;

62) develops and approves the republican list of priority sports and the regional list of priority sports by region, as well as the procedure for their financing from the budget;

62-1) determines the list of top-level sports and the procedure for their financing from the budget;

63) develops and approves the rules for ranking sports in the Republic of Kazakhstan; - Excluded by the Law of the Republic of Kazakhstan.

64) approves the regional list of priority sports submitted by the local executive body; - Excluded by the Law of the Republic of Kazakhstan.

65) develops and approves the value of prizes for champions and prize-winners of sports competitions held by the authorized body in the field of physical culture and sports and local executive bodies;

65-1) develops and approves rules for the provision of paid activities for the sale of goods (works, services) by state institutions in the field of physical culture and sports and their spending of money from the sale of goods (works, services);

65-2) develops and approves the sports ethics of the Republic of Kazakhstan;

65-3) develops and approves minimum state standards for a network of children's and youth sports schools;

65-4) develops and approves rules for the allocation of extra-budgetary funds aimed at the development of physical culture and sports;

65-5) develops and approves the rules for providing housing for champions and medalists of the Olympic, Paralympic and Deaflympic Games and their use;

65-6) defines a single operator in accordance with this Law;

65-7) develops rules for determining a single operator for the distribution of extra-budgetary funds aimed at the development of physical culture and sports;

65-8) develops and approves the rules for the placement of state sports orders in sports clubs for children and youth and their functioning;

65-9) develops and approves the rules for per capita regulatory financing of sports clubs for children and youth;

65-10) develops and approves the methodology for per capita regulatory financing of the state sports order;

65-11) develops and approves the rules for determining the rating of sports sections for children and youth;

65-12) approves the limits of budget funds allocated for the maintenance of professional sports clubs in gaming sports;

65-13) approves the rules for registration, de-registration and use of sports horses;

65-14) approves the list of military-applied and service-applied, technical and other sports in coordination with the authorized body in the field of defense, law enforcement and special state bodies of the Republic of Kazakhstan responsible for the development of military-applied and service-applied, technical and other sports.;

65-15) provides training, retraining, advanced training and certification of specialists in the field of physical culture and sports;

65-16) develops and approves the amount of monthly salary payments to athletes who are members of the national sports teams of the Republic of Kazakhstan and their coaches;

65-17) organizes the construction and reconstruction of republican sports facilities, physical culture and sports organizations that carry out the training process for the preparation of sports reserves and high-class athletes;

65-18) takes the measures provided for in subitems 2), 3), 4) and 5) of paragraph 1 and subitems 1), 2) and 3) of paragraph 2 of Article 44-2 of this Law;

65-19) develops and approves, together with the authorized labor body, the rules for the appointment and dismissal of the first heads of state physical culture and sports organizations.;

65-20) approves the rules for the rotation of the first heads of state physical culture and sports organizations;

65-21) rotates the first heads of the republican state physical culture and sports organizations;

65-22) approves the rules for admission to republican, regional, cities of republican significance and the capital specialized boarding schools-colleges of the Olympic reserve and regional, cities of republican significance and the capital boarding schools for children gifted in sports in coordination with the authorized body in the field of education.;

65-23) approves the list of target indicators in the field of physical culture and sports;

65-24) annually communicates to local executive bodies the indicators of target indicators in the field of physical culture and sports;

65-25) develops and approves regulatory legal acts in the field of physical culture and sports in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

66) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations in the field of physical culture and sports, defines the legal, organizational, economic and social foundations for ensuring the activities and development of mass physical culture, amateur and professional sports in the Republic of Kazakhstan.
