The competence of the Government of the Republic of Kazakhstan includes:

1) development of the main directions of state policy in the field of specially protected natural territories;

2) the right to own, use and dispose of specially protected natural territories of national significance with the status of a legal entity and objects of the state nature reserve fund of national significance;

3) excluded by the Law of the Republic of Kazakhstan dated 04/19/2023 No. 223-VII (effective ten calendar days after the date of its first official publication).

3-1) making a decision on the withdrawal of rare and endangered plant and animal species, their parts or derivatives, and approving the volume of their withdrawal;

4) Approval:

list of objects of the state nature reserve fund of republican significance;

the procedure for the abolition of state nature reserves of national and local significance and state protected areas of national significance and the reduction of their territory;

rules for maintaining the Red Book of the Republic of Kazakhstan;

list of rare and endangered plant and animal species;

list of specially protected natural territories of national importance;

the procedure for transferring lands from one category to another in the cases established by the second and third parts of paragraph 2 of Article 23 of this Law;

5) provision and withdrawal of land plots, including for state needs, from lands of all categories in cases related to the creation and expansion of specially protected natural territories of national significance;

6) creation and expansion of specially protected natural territories of national importance;

6-1) transfer of lands of specially protected natural territories to reserve lands, as well as transfer of reserve lands back to lands of specially protected natural territories on the proposal of the authorized body in the cases established by parts two and three of paragraph 2 of Article 23 of this Law.;

6-2) the abolition of state nature reserves of republican significance and state protected areas of republican significance and the reduction of their territory on the proposal of the authorized body on the basis of a positive conclusion of the state environmental expertise on the scientific justification;

6-3) is excluded by the Law of the Republic of Kazakhstan dated 06/15/2017 No. 73-VI (effective ten calendar days after the date of its first official publication).

6-4) assignment of the status of "Scientific natural object – national treasure" to scientific natural objects;

6-5) transfer of part of the lands of specially protected natural territories of republican significance located within the borders of cities of republican significance to a specially protected natural territory of local significance in coordination with the President of the Republic of Kazakhstan or on his behalf by the Administration of the President of the Republic of Kazakhstan on the basis of a submission from the local executive body of the city of republican significance;

7) excluded by the Law of the Republic of Kazakhstan dated 04/19/2023 No. 223-VII (effective ten calendar days after the date of its first official publication).

8) exercise other powers stipulated by the Constitution, laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated July 7, 2006 No. 175.

This Law regulates public relations on the creation, expansion, protection, restoration, sustainable use and management of specially protected natural territories and objects of the state nature reserve fund, representing special ecological, scientific, historical, cultural and recreational value, as well as being a component of the national, regional and global ecological network.
