1. The production of ethyl alcohol and alcoholic beverages is allowed with a license and a production passport.

2. The production passport is developed and approved by the manufacturer himself.

When making changes or additions to the production passport, the manufacturer, up to thirty calendar days from the date of making changes or additions to the production passport, submits to the authorized body in writing information on the changes or additions to the production passport.

4. Ethyl alcohol and food raw materials are used for the production of alcoholic beverages in accordance with technical regulations.

Ethyl alcohol is divided into raw ethyl alcohol and rectified ethyl alcohol.

5. The production of ethyl alcohol and (or) alcoholic products is prohibited:

1) production of ethyl alcohol and (or) alcoholic products without equipping technological lines with control metering devices, except for the production of wine in bulk, as well as brewing products, the production capacity of which is below four hundred thousand decaliters per year;

2) production of ethyl alcohol and (or) alcoholic beverages with faulty metering devices, as well as with excessive accounting deviations, except for the production of wine in bulk, as well as brewing products with a production capacity below four hundred thousand decaliters per year;";

6. The production of ethyl alcohol and alcoholic beverages is allowed in stationary production facilities and on equipment owned by the manufacturer and meeting the qualification requirements.

7. The production of ethyl alcohol and alcoholic beverages by two or more licensees on the same stationary premises and equipment is prohibited.

8. The production of ethyl alcohol and alcoholic beverages is allowed:

1) at the address specified in the license and in accordance with the data specified in the production data sheet;

2) in accordance with technical regulations and standards.

9. Excluded by the Law of the Republic of Kazakhstan dated 06/18/2014 No. 210-V (effective twenty-one calendar days after the date of its first official publication).

10. The production of ethyl alcohol is allowed if at least twenty percent of the production capacity specified in the production certificate is used.

The production of vodkas, special vodkas, and vodkas with a protected appellation of origin is allowed if at least forty percent of the production capacity specified in the production certificate is used, but not less than twenty-five thousand decaliters per calendar quarter, with the exception of the calendar quarter during which the license was obtained (renewed).

The Law of the Republic of Kazakhstan dated July 16, 1999 No. 429.

This Law regulates relations arising in the process of production and turnover of ethyl alcohol and alcoholic products, state regulation and implementation of activities of subjects of production and turnover of ethyl alcohol and alcoholic products.
