Article 7. Implementation of State monitoring of property of the Law on State Monitoring of Property in Sectors of the Economy of Strategic Importance
1. State monitoring of property is carried out by conducting:
basic comprehensive surveys of monitoring facilities no more than once every three years, and in cases that pose a threat to state security, as necessary, but no more than once a year.;
periodic operational collection of information on the activities of monitoring facilities as needed, but no more than once a year.
2. Basic comprehensive surveys of monitoring facilities are carried out by direct inspection and include:
1) collection and systematic analysis of information on production, technical, technological, investment, financial, economic, environmental and legal parameters of the monitoring facilities;
2) assessment of the state of management efficiency of monitoring facilities, forecasting changes in the state in order to develop recommendations on preventing and overcoming negative processes that pose a threat to the economic security of the state;
3) an expert assessment of the prospects for the development of technology and the application of scientific and technological progress;
4) providing government agencies with the necessary information on the condition of monitoring facilities, trends and forecasts of their development.
3. Periodic operational information collection is intended for the current updating of basic monitoring data on the activities of facilities in the periods between comprehensive systematic surveys.
4. A survey of monitoring facilities can be conducted on all or individual issues related to the subject of state monitoring of property.
The Law of the Republic of Kazakhstan dated November 4, 2003 No. 490.
This Law regulates public relations arising in the process of state monitoring of property in sectors of the economy of strategic importance, and also defines the grounds and conditions for its implementation.
