1. Mail operators carrying out postal activities on the territory of the Republic of Kazakhstan are obliged, in accordance with the legislative acts of the Republic of Kazakhstan, to provide the bodies carrying out operational search and counterintelligence activities on postal communication networks with organizational and technical capabilities for conducting operational search and counterintelligence activities on all postal communication networks with access to official information about users of the mail operator's services., as well as take measures to prevent disclosure of the forms and methods of these events.

The authorized body, in coordination with the national security authorities, determines the requirements for postal communication networks and facilities for the purposes of conducting operational search and counterintelligence activities, as well as the rules of interaction during the implementation and operation of hardware, software and technical means of conducting operational search and counterintelligence activities on the postal networks of the Republic of Kazakhstan.

Postal operators are required to install technical means and equipment on postal networks that ensure the conduct of operational search and counterintelligence activities, collection and storage of information about personal data. The terms of storage of information about personal data are determined by the rules for the provision of postal services.

2. The relationship of postal operators with bodies engaged in operational-investigative and counterintelligence activities is regulated by the laws of the Republic of Kazakhstan "On Operational-investigative activities", "On Counterintelligence activities" and this Law.

This Law establishes the legal basis of activities and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, and the competence of state bodies in the field of mail.
