1. Carriers who have the following rights are allowed to transport passengers, baggage and cargo::

1) documents confirming their qualifications and professional aptitude in accordance with the legislation of the Republic of Kazakhstan on road transport;

2) motor vehicles suitable for carrying out the appropriate type of transportation and meeting the requirements of technical regulations.

2. Minibus passengers are allowed to be transported by drivers who have reached the age of twenty-one, who have the right to drive vehicles of the "D1" subcategory and have at least three years of experience as a driver, including at least one year of experience driving vehicles belonging to the "C" category.

2-1. For passenger transportation by buses with more than sixteen seats, in addition to the driver's seat, and trolleybuses, drivers who have reached the age of twenty-three and have at least three years of experience as a driver, including at least one year of experience driving vehicles belonging to the "D1" subcategory, are allowed.

3. Transportation of cargo, including baggage, outside the baggage compartment is prohibited on buses.

4. For taxi transportation, it is allowed to use mass-produced passenger cars with at least four doors.

IZPI's note! The second part of paragraph 4 is amended by the Law of the Republic of Kazakhstan dated 30.06.2025 No. 204-VIII (effective sixty calendar days after the date of its first official publication).

It is prohibited to use vehicles with special controls for taxi transportation, including fully manual, right-hand steering, as well as with fewer than four side doors (unless the regulatory legal acts of the authorized body contain other requirements for the number of invataxi side doors).

This Law regulates the relations that arise between carriers, passengers, shippers, consignees, and other individuals and legal entities in the field of road transport.
