Article 7. The Main Command of the National Guard The Law On the National Guard of the Republic of Kazakhstan
The Main Command of the National Guard:
1) carries out operational and strategic planning, application and management of service, combat and daily activities of the National Guard;
2) organizes and conducts activities to maintain the combat and mobilization readiness of the National Guard;
3) organizes the protection of public order, important state facilities, special cargoes, institutions of the penal system and supervision in them, escorting persons in custody;
4) organizes and implements the interaction of the National Guard with the Armed Forces of the Republic of Kazakhstan, other troops and military formations;
5) participates in the development of a Plan for the use of the Armed Forces of the Republic of Kazakhstan, a Plan for the operational equipment of the territory of the Republic of Kazakhstan for defense purposes, state armament programs, the development of the military-industrial complex of the Republic of Kazakhstan, in the planning and implementation of tasks of the territorial defense of the Republic of Kazakhstan within the competence of the National Guard;
6) develops measures to assist the Border Guard Service of the National Security Committee of the Republic of Kazakhstan in protecting the State border of the Republic of Kazakhstan;
7) provides management of the National Guard performing service and combat tasks in conditions of armed conflict, emergency situations, as well as tasks related to ensuring the state of emergency, participation in the fight against terrorism and ensuring the legal regime of the anti-terrorist operation;
8) carries out inspections of the National Guard troops;
9) participates in the development and implementation of state targeted programs within the competence of the National Guard;
10) issues, within its competence, departmental legal acts on issues related to the service and combat activities of the National Guard and monitors their implementation;
11) participates in the preparation of drafts of regulatory legal acts of the Republic of Kazakhstan on issues within the competence of the National Guard;
12) monitors the observance of law and order in the National Guard and provides social and legal guarantees to military personnel, their family members and civilian personnel;
13) organizes and conducts the recruitment of the National Guard with military personnel and the reception of civilian personnel;
14) carries out training, advanced training and retraining of personnel for the National Guard, including abroad on the basis of international treaties, the assignment of military ranks, submits proposals for appointment and assignment of military ranks according to the nomenclature to the Minister of Internal Affairs of the Republic of Kazakhstan.;
15) organizes the current and long-term planning of providing the National Guard with the necessary types of weapons, military equipment, ammunition and other material assets, their operation, safety, accounting, decommissioning and disposal, as well as plans the accumulation and deployment in peacetime of stocks of these funds for the mobilization deployment of the National Guard;
16) organizes educational and socio-legal work on the moral and psychological support of the service and combat activities of the National Guard in order to form the moral, psychological and combat qualities of military personnel and to ensure the necessary safety conditions for military service;
17) develops and implements plans for the construction and development of the National Guard, improving its organizational and staff structure;
18) provides legal support to the National Guard, coordinates and ensures the protection of the interests of the National Guard in court and other state bodies;
19) carries out a complex of preventive, curative, health and rehabilitation measures aimed at protecting and strengthening the health of National Guard servicemen, citizens discharged from military service, and their family members in accordance with the legislation of the Republic of Kazakhstan;
20) organizes the implementation of measures for the implementation of international treaties of the Republic of Kazakhstan regarding the National Guard;
21) prepares proposals to the Government of the Republic of Kazakhstan on determining the lists of important state facilities and communications, special cargo to be protected by units of the National Guard;
22) organizes the quartering of National Guard soldiers, capital construction of National Guard facilities;
23) develops:
Regulations on the General Command of the National Guard;
the staff of the Main Command of the National Guard, a higher military educational institution, standards for the workload of military personnel, staffing standards, the nomenclature of positions in the National Guard;
instructions for completing the tasks of the National Guard;
Regulations on the Military Medical Commission of the National Guard;
admission rules for higher military educational institutions that train National Guard personnel;
rules for reimbursement to the State of budgetary funds spent on training National Guard soldiers;
the procedure for assigning, upgrading, confirming, reducing and maintaining professional qualifications to National Guard servicemen;
instructions for military service in the National Guard; rules for conducting a military medical examination in the National Guard.
The Law of the Republic of Kazakhstan dated January 10, 2015 No. 274-V SAM.
This Law regulates public relations in the sphere of activity of the National Guard of the Republic of Kazakhstan.
