1. Hazardous production facilities include enterprises, production units and other facilities of these enterprises that have the characteristics established by Article 70 of this Law and are identified as such in accordance with the rules for the identification of hazardous production facilities approved by the authorized body in the field of industrial safety.

2. Dangerous industrial facilities also include dangerous technical devices.:

1) technical devices operating at a pressure of more than 0.07 megapascals or at a water heating temperature of more than 115 degrees Celsius, with the exception of heating networks;

2) lifting mechanisms, escalators, cable cars, funiculars, elevators, travelators, as well as lifts for people with disabilities (persons with disabilities);

3) steam and hot water boilers operating at a pressure of more than 0.07 megaPascals and (or) at a water heating temperature of more than 115 degrees Celsius (heat supply organizations), vessels operating at a pressure of more than 0.07 megaPascals, lifting mechanisms, escalators, cable cars, funiculars, elevators, travelators, as well as lifts for people with disabilities persons with disabilities at social infrastructure facilities;

4) installations for drilling and repairing wells with a drilling depth of more than two hundred meters, operated at hazardous production facilities;

5) Mine lifting installations and lifting machines;

6) mobile warehouses of explosives and products based on them, mixing-charging and delivery-charging machines, mobile and stationary installations for the manufacture of explosives and products based on them.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
