Article 8-1. General requirements The Merchant Shipping Act
1. Participants in the transportation process are obliged to ensure safe conditions for human life and health, the environment, as well as compliance with the safety requirements of merchant shipping.
2. The safety of merchant shipping is ensured by a set of organizational and technical measures aimed at protecting human life and health, the environment, creating trouble-free working conditions for participants in the transportation process, maintaining waterways in seaworthy condition, in technically serviceable condition of ships, ports, coastal facilities and structures on inland waterways, as well as preventing ship accidents.
The objects of technical regulation and standardization in the field of merchant shipping are:
1) vessels used for commercial navigation, ports, coastal facilities and structures on waterways;
2) the processes of production (construction, repair, reconstruction), operation of ships used for merchant shipping, ports, coastal facilities and structures on waterways.
3. Navigation safety of vessels in seaports and on approaches to them is carried out by the navigation center created in the organizational and legal form of the republican state enterprise.
The Law of the Republic of Kazakhstan dated January 17, 2002 No. 284.
This Law defines the legal, organizational, economic and international foundations of public administration in the field of merchant shipping and regulates relations related to the transportation of passengers, baggage and cargo, ensuring safety in maritime transport and environmental protection.
