Article 8-2. Safety requirements for the production (construction, repair, reconstruction) of ships used for merchant shipping, ports, coastal facilities and structures on waterways of the Law on Merchant Shipping

     1. During the production (construction, repair, reconstruction) of merchant shipping vessels, it is necessary to ensure compliance with the requirements of the design documentation and the legislation of the Republic of Kazakhstan on merchant shipping.

     2. During the manufacture (construction, repair, reconstruction) of merchant shipping vessels, the manufacturer is obliged to carry out the full range of safety measures defined in the design documentation and to ensure the possibility of monitoring the performance of all technological operations on which the safety of navigation depends.

     3. If tests are required to ensure safety during or after the manufacture of merchant shipping vessels, they must be carried out in full, meeting all the requirements of the design documentation.

     4. Each vessel must be marked with an identification number affixed to the hull. The marking should be visible, legible and indelible.

     5. The vessel must be designed in such a way as to minimize the risk of falling overboard and ensure the rescue of people trapped overboard.

     6. The main steering position should provide an all-round view.

     7. The vessel should be provided with an operating manual, which should pay special attention to the risk of fire and flooding.

     8. The design, placement, construction and operation of coastal facilities are carried out in coordination with the local executive body.

The Law of the Republic of Kazakhstan dated January 17, 2002 No. 284.

     This Law defines the legal, organizational, economic and international foundations of public administration in the field of merchant shipping and regulates relations related to the transportation of passengers, baggage and cargo, ensuring safety in maritime transport and environmental protection.
