The staffing of state preschool organizations, organizations of secondary, technical and vocational, and post-secondary education is determined by the standard staff of employees of state educational organizations.

The first heads of state preschool organizations, organizations of secondary, technical and vocational, and post-secondary education approve the staffing levels and staffing table.

Within the approved headcount limit, the first managers have the right to change the headcount and staffing table of managerial, administrative and support staff, but not more than once during the financial year in accordance with the procedure determined by the authorized body in the field of education.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
