1. The local executive body of the region, the city of republican significance, the capital:

1) creates an infrastructure for sports for individuals, including taking into account accessibility for low-mobility groups of the population, at the place of residence and in places of mass recreation;

1-1) carries out state control over the safe operation of sports equipment intended for mass sports;

2) conducts regional, cities of republican significance, the capital sports competitions, together with national and (or) local accredited sports federations;

2-1) participates in national and international sports competitions held by the authorized body in the field of physical culture and sports in conjunction with nationally accredited sports federations;

2-2) maintains a register of physical culture, recreation and sports facilities;

 3) provides training for teams of regions, cities of republican significance and the capital in sports and their participation in national and international sports competitions in high-performance sports;

4) ensures the development of mass sports and national sports on the territory of the relevant administrative-territorial unit;

5) coordinates the activities of physical culture and sports organizations in the territory of the region, the city of republican significance, the capital;

5-1) creates physical training clubs for children and youth, including adaptive physical education and sports;

6) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication);

7) takes measures for the use of sports facilities of educational organizations after hours and in the evening in order to ensure the work of sports sections for the population and conduct sports events;

8) assigns sports categories to athletes, deprives athletes of sports categories: "candidate for Master of Sports of the Republic of Kazakhstan", athlete of the 1st category;

9) assigns qualification categories, deprives qualification categories: a coach of the highest level of qualification of the first category, a coach-teacher of the highest level of qualification of the first category, a coach of the average level of qualification of the first category, a coach-teacher of the average level of qualification of the first category, a methodologist of the highest level of qualification of the first category, an instructor-athlete of the highest qualification level of the first category, sports judge of the first category;

10) approves a unified regional calendar of mass sports events based on proposals from local accredited sports federations and ensures its implementation;

11) coordinates the organization and holding of sports events on the territory of the relevant administrative-territorial unit;

12) collects, analyzes and provides the authorized body in the field of physical culture and sports with information on the development of physical culture and sports in the territory of the relevant administrative-territorial unit in the form and within the time limits established by the legislation of the Republic of Kazakhstan;

13) carries out the accreditation of local sports federations;

14) implements standard educational training programs in sports for regional, cities of republican significance, the capital of specialized boarding schools-colleges of the Olympic reserve and regional, cities of republican significance, the capital of boarding schools for children gifted in sports;

15) coordinates the standard curricula of regional, cities of republican significance, the capital of specialized boarding schools-colleges of the Olympic reserve and regional, cities of republican significance, the capital of boarding schools for children gifted in sports;

16) forms and approves the composition of teams of regions, cities of republican significance and the capital by sports on the proposals of local accredited sports federations;

16-1) approves individual training plans for athletes of the national teams of the Republic of Kazakhstan, as well as teams of regions, cities of national significance and the capital in sports;

16-2) ensures the implementation of the regional list of priority sports by region, approved by the authorized body in the field of physical culture and sports;

17) provides housing for Olympic, Paralympic and Deaflympic Games champions and medalists in accordance with this Law;

18) appoints and dismisses the first head of the regional, city of republican significance, capital of the governing body for physical culture and sports in coordination with the authorized body in the field of physical culture and sports.;

19) organizes medical support for official physical education and sports events;

20) ensures public order and public safety during physical education and sports events;

20-1) coordinates the use of physical culture, recreation and sports facilities;

20-2) assigns the statuses "specialized" to sports schools, "specialized" to departments of sports schools;

20-3) coordinates with the republican accredited sports federations the technical specification and terms of reference for the design of sports facilities designed for international and national level competitions.;

20-4) develops and approves the amount of monthly salary payments to athletes who are members of the national teams of the Republic of Kazakhstan in sports (national teams in sports), their coaches, as well as athletes who play in the national teams of the Republic of Kazakhstan (national teams) in playing sports, their coaches and club managers. teams;

20-5) develops and approves, in coordination with the authorized body in the field of physical culture and sports, a regional list of priority sports;

20-6) organizes the work of medical and physical education dispensaries;

20-7) approves the state sports order for financing sports sections for children and youth within the limits of budget funds;

20-8) ensures the placement of state sports orders in sports sections for children and youth, regardless of the forms of ownership of state sports order service providers, their departmental subordination, types and types;

20-9) ensures the execution of all stages and procedures for the placement, quality control and targeted development of the state sports order in electronic and publicly accessible formats;

21) exercises, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

2. Local executive body of the district, city of regional significance:

5) coordinates the activities of district, cities of regional significance of physical culture and sports organizations in the territory of the corresponding administrative-territorial unit;

5-1) creates physical training clubs for children and youth, including adaptive physical education and sports;

6) assigns sports categories to athletes, deprives athletes of sports categories: athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category;

7) assigns qualification categories, deprives qualification categories: coach of the highest qualification level of the second category, coach-teacher of the highest qualification level of the second category, coach of the middle qualification level of the second category, coach-teacher of the middle qualification level of the second category, methodologist of the highest qualification level of the second category, methodologist of the middle qualification level of the second category, instructor-athlete of the highest qualification level of the second category, sports judge;

8) implements a unified regional calendar of mass sports events;

9) coordinates the organization and holding of sports events on the territory of the relevant administrative-territorial unit;

10) collects, analyzes and provides the local executive body of the region, the city of republican significance, the capital with information on the development of physical culture and sports in the territory of the relevant administrative-territorial unit in the form and within the time limits established by the legislation of the Republic of Kazakhstan;

11) formulates and approves regional and cities of regional significance lists of national sports teams based on proposals from regional and local accredited sports federations.;

12) provides housing for Olympic, Paralympic and Deaflympic Games champions and medalists in accordance with this Law;

13) organizes medical support for official physical education and sports events;

14) ensures public order and public safety during physical education and sports events;

14-1) coordinates the construction of sports facilities in the territory of the region, the city of republican significance, the capital and ensures their accessibility to the population;

14-2) provides methodological and advisory assistance to sports organizations;

14-3) ensures the activities of district and city non-specialized children's and youth schools;

14-4) provides physical education and sports instructors to work with the public;

14-5) takes measures for the use of sports facilities of educational organizations after hours and in the evening in order to ensure the work of sports sections for the population and conduct sports events;

14-6) Approves the state sports order for the financing of sports sections for children and youth within the limits of budget funds;

14-7) ensures the placement of the state sports order in sports sections for children and youth, regardless of the forms of ownership of the service providers of the state sports order, their departmental subordination, types and types;

14-8) ensures the execution of all stages and procedures for the placement, quality control and targeted development of the state sports order in electronic and publicly accessible formats;

15) exercises, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

3. Akim of the district in the city of republican significance, the capital:

1) assigns sports categories to athletes, deprives athletes of sports categories: athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category;

2) assigns qualification categories, deprives qualification categories: coach of the highest qualification level of the second category, coach-teacher of the highest qualification level of the second category, coach of the middle qualification level of the second category, coach-teacher of the middle qualification level of the second category, methodologist of the highest qualification level of the second category, methodologist of the middle qualification level of the second category, instructor-athlete of the highest qualification level of the second category, sports judge;

3) resolves other issues referred to its jurisdiction by the legislation of the Republic of Kazakhstan.

4. Akim of a district in a city, a city of regional significance, a rural district, a village and a village:

1) supports and assists in the logistical support of sports institutions;

2) creates conditions for the development of physical culture and sports at the place of residence of individuals and in places of their mass recreation on the territory of the relevant administrative-territorial unit;

2-1) promotes, within the relevant territories, the formation and operation of sports clubs established on a voluntary basis;

3) organizes, together with the authorized body in the field of physical culture and sports and public associations of persons with disabilities, recreational and sports events among persons with disabilities;

4) resolves other issues referred to its jurisdiction by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated July 3, 2014 No. 228-V SAM.

This Law regulates public relations in the field of physical culture and sports, defines the legal, organizational, economic and social foundations for ensuring the activities and development of mass physical culture, amateur and professional sports in the Republic of Kazakhstan.
