Article 8. Competence of local executive bodies of regions, cities of republican significance and the capital in the field of science, scientific and technical activities of the Law on Science and Technological Policy

Local executive bodies of regions, cities of republican significance and the capital in the field of science, scientific and technical activities:

1) identify priority areas for the development of science in the region and organize the financing of scientific, scientific and technical projects and programs implemented in the region;

2) participate in the development of proposals and implementation of state policy in the field of science and scientific and technical activities, coordination of work on conducting applied scientific research in the region;

3) ensure the implementation of state policy in the field of commercialization of the results of scientific and (or) scientific and technical activities in the relevant territory;

4) assist in attracting grants and investments from private business entities to finance projects to commercialize the results of scientific and (or) scientific and technical activities, and participate in their co-financing;

5) implement measures to ensure the interaction of private business entities, the quasi-public sector with subjects of scientific and (or) scientific and technical activities in order to create joint ventures that produce products and (or) introduce new technologies;

6) establish science councils in regions, cities of national significance and the capital to ensure the interaction of private business entities (including foreign ones), the quasi-public sector with subjects of scientific and (or) scientific and technical activities;

7) participate in the creation and (or) the authorized capital of legal entities whose activities consist in the commercialization (practical application) of the results of scientific and (or) scientific and technical activities, including startup companies;

8) monitor the implementation of programs to promote the commercialization of the results of scientific and (or) scientific and technical activities;

9) participate jointly with the authorized body and industry authorized bodies in methodological support of the commercialization of the results of scientific and (or) scientific and technical activities;

10) make proposals on priority areas of science development;

11) organize the development of applied scientific, scientific and technical projects and programs within the framework of the state order of the local executive body of the region, the city of republican significance and the capital and the implementation of their implementation;

12) approve reports on completed applied scientific, scientific and technical projects and programs within the framework of the state order of the local executive body of the region, the city of republican significance and the capital;

13) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

The procedure for financing and approving reports on applied scientific, scientific and technical projects and programs within the framework of the state order of the local executive body of the region, the city of republican significance and the capital is established in accordance with the rules for financing science.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
