The competence of the subjects of foreign intelligence includes:

1) extraction, accumulation, analysis, systematization and generalization of intelligence information, preparation of proposals, estimates and forecasts based on it;

2) carrying out intelligence activities on the territory of the Republic of Kazakhstan and abroad;

3) the establishment of secret cooperation on a gratuitous or paid basis with persons who have agreed to provide confidential assistance;

4) implementation of measures to encrypt military personnel, employees and employees of foreign intelligence entities, organization of their activities, including using other departmental affiliation for these purposes;

5) implementation of measures to encrypt persons providing confidential assistance to foreign intelligence entities, departmental affiliation of units, organizations, premises and vehicles of foreign intelligence entities;

6) obtaining information necessary for solving the tasks of intelligence activities from government agencies and organizations, regardless of their forms of ownership;

7) ensuring the security of foreign intelligence entities by protecting their forces, media and information from illegal actions and threats;

8) ensuring their own safety in accordance with the legislation of the Republic of Kazakhstan;

9) implementation of radio engineering and electronic intelligence;

10) participate, within the limits of their authority, in ensuring the security of foreign institutions of the Republic of Kazakhstan and their personnel. The procedure for organizing the security of foreign institutions of the Republic of Kazakhstan and their personnel is determined by a joint regulatory legal act of the subjects of foreign intelligence and the authorized body in the field of foreign policy.

The organization and implementation of physical protection of foreign institutions of the Republic of Kazakhstan are regulated by the Law of the Republic of Kazakhstan "On the State Border of the Republic of Kazakhstan";

11) ensuring the protection of state secrets in foreign institutions of the Republic of Kazakhstan;

12) using your own secure communication system;

13) the use of information systems and electronic information resources of government agencies and organizations, regardless of their forms of ownership, in accordance with the laws of the Republic of Kazakhstan, as well as information systems of foreign states and international organizations based on international treaties of the Republic of Kazakhstan;

14) implementation of general and special operational search measures;

15) exercise of other powers determined by laws and acts of the President of the Republic of Kazakhstan.

This Law defines the status, competence and organization of activities of foreign intelligence entities of the Republic of Kazakhstan and members of the intelligence community of the Republic of Kazakhstan.
