The competence of the authorized body includes:

1) intersectoral coordination of the activities of government agencies in the field of specially protected natural areas;

1-1) implementation of coordination and methodological guidance of local executive bodies in the field of specially protected natural territories;

2) formation and implementation of the state policy in the field of specially protected natural territories;

5) development and approval of regulatory legal acts in the field of specially protected natural territories in accordance with the purpose of this Law and the legislation of the Republic of Kazakhstan;

6-1) Development and approval:

rules for the development and registration (re-registration) of passports of specially protected natural territories of national and local importance;

rules for the development of an environmental organization's management plan;

rules for visiting specially protected natural areas by individuals;

the rules of land reclamation fishing carried out in the case provided for in paragraph 2 of Article 43-1 of this Law;

the rules of encouragement and the procedure for awarding honorary titles, badges and certificates of honor in the field of specially protected natural areas;

rules for the organization and conduct of scientific activities and scientific research in environmental institutions;

composition and regulations of interdepartmental botanical and zoological commissions;

the model regulation on the Coordinating Council;

rules for classifying specially protected natural territories as biosphere reserves;

rules for the implementation of amateur (sports) fishing, reclamation fishing, scientific research fishing, fishing for reproductive purposes in water bodies that are part of specially protected natural territories with the status of a legal entity;

rules for the development of projects for the scientific justification of the abolition of state nature reserves of national and local significance and state protected areas of national significance and the reduction of their territory;

rules for maintaining the state cadastre of specially protected natural territories;

rules for determining scientific natural objects subject to the status of "Scientific natural object – national treasure";

rules of haymaking permitted for the needs of the local population in the case provided for in paragraph 3 of Article 43-1 of this Law;

14-1) development and approval of rules for the implementation of tourist and recreational activities in state national nature parks in coordination with the central executive body performing the functions of state administration in the field of tourism activities;

The department of the authorized body and its territorial subdivisions carry out their activities within the competence established by the authorized body.

The Law of the Republic of Kazakhstan dated July 7, 2006 No. 175.

This Law regulates public relations on the creation, expansion, protection, restoration, sustainable use and management of specially protected natural territories and objects of the state nature reserve fund, representing special ecological, scientific, historical, cultural and recreational value, as well as being a component of the national, regional and global ecological network.
