The powers of local representative and executive bodies in the field of transport are exercised in accordance with the Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government in the Republic of Kazakhstan" and other regulatory legal acts of the Republic of Kazakhstan.

When organizing passenger transportation on regular intra-republican passenger transport routes, carriers must conclude contracts for the maintenance of these routes with local executive bodies or their authorized bodies that organized the relevant transportation, unless otherwise established by the laws of the Republic of Kazakhstan.

The organization of regular socially significant passenger transportation by urban rail transport is carried out by the local executive body of the corresponding administrative-territorial unit in which the urban rail transport is located.

The Law of the Republic of Kazakhstan dated September 21, 1994 No. 156.

This Law defines the foundations of the legal, economic and organizational activities of transport in the Republic of Kazakhstan.
