Article 8. Powers of the President of the Republic in the field of ensuring the defense capability and security of the State of the Constitutional Law on the President of the Republic of Kazakhstan
The President of the Republic:
1) is the Supreme Commander-in-Chief of the Armed Forces of the Republic, appoints and dismisses the supreme command staff of the Armed Forces;
2) in the event that the democratic institutions, independence and territorial integrity, political stability of the Republic, and the security of its citizens are under serious and immediate threat and the normal functioning of the constitutional bodies of the State is disrupted, after official consultations with the Prime Minister and the Chairmen of the Chambers of the Parliament of the Republic, take measures dictated by the above circumstances, including the introduction of and in certain areas of the state of emergency, the use of the Armed Forces of the Republic, with immediate notification to the Parliament of the Republic;
3) in the event of aggression against the Republic or an immediate external threat to its security, martial law shall be imposed on the entire territory of the Republic or in its individual localities, partial or general mobilization shall be announced and the Parliament of the Republic shall be immediately informed thereof.;
4) submits for consideration by a joint session of the Chambers of Parliament a proposal on the use of the Armed Forces of the Republic to fulfill international obligations to maintain peace and security;
5) forms a subordinate State Security Service;
6) approves the Military Doctrine of the Republic of Kazakhstan;
7) decides on the conscription of citizens of the Republic for military service and the discharge of military personnel in the reserve;
8) appoints, with the consent of the Senate of Parliament, the Chairman of the National Security Committee; dismisses him from office.

This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, defines the legal status of the President of the Republic of Kazakhstan.
