Article 8. Selection and enrollment of candidates for the service of the Law on Special State Bodies of the Republic of Kazakhstan
1. The selection of candidates for service in special state bodies, their verification is carried out by personnel and other departments of special state bodies.
The organization, procedure and methodology of measures for the selection and enrollment of candidates for service are determined by the first heads of special government agencies.
2. The list of necessary documents, the procedure for their registration, as well as the timing of the audit are determined by the first heads of special government agencies.
3. A candidate for service must meet the requirements established by the first head of the relevant special state body in terms of education, work experience, physical fitness and health status.
4. The candidate's medical examination is conducted in accordance with the legislation of the Republic of Kazakhstan.
5. Professional and psychological selection activities are conducted by psychological and sociological support specialists. At the same time, the compliance of the candidate's individual, personal, and professional characteristics with the requirements for working in special government agencies is determined.
6. The candidate's documents that meet the established requirements for entering the service under a contract are sent by structural, territorial and other divisions to the relevant special state body for evaluation.
If necessary, the candidate may be invited to the relevant special government body for professional aptitude testing.
7. Enrollment in the service of special state bodies is carried out, as a rule, on a competitive basis.
The list of positions to be filled on a competitive basis is determined by the first heads of special government agencies.
8. The candidacy of a citizen who has arrived to participate in the competition is considered by the competition commission, the order of formation and work of which is determined by the first head of a special state body.
The decision of the competition commission is formalized by the protocol.
9. Upon receipt of a positive conclusion from the competition commission, the authorized head concludes a contract with the candidate, draws up the necessary materials and sends them to the appropriate special state body for issuing an order on personnel.
10. After receiving the documents on the results of the competition, the relevant special state body issues a personnel order for the selected candidates within two months to appoint them to positions.
11. Enlistment of officers in special units

12. Officials who have appointed citizens who have not passed the competitive selection process are subject to disciplinary liability in accordance with the procedure established by this Law.
13. Persons entering the service of special state bodies assume the restrictions established by law related to the employee's stay in the service and the anti-corruption restrictions established by the Law of the Republic of Kazakhstan "On Combating Corruption", which are fixed in writing.
14. Those liable for military service who have been appointed to staff positions or enrolled in the cadres of special state bodies, including cadets and trainees, are removed from military registration in accordance with the established procedure and placed on the special register of special state bodies, the procedure for which is determined by the first heads of special state bodies.

This Law defines the status of special state bodies of the Republic of Kazakhstan (hereinafter referred to as special state bodies), regulates public relations related to admission to service in special state bodies, its passage and termination, and also defines the legal status, financial support and social protection of employees of special state bodies.
