Article 8. Use of energy-saving equipment and materials, restrictions on the acceptance of new facilities and payment for consumed thermal energy The Law on Energy Conservation and Energy Efficiency Improvement

1. Projects for the construction of facilities that consume energy and water resources include the mandatory use of energy-saving materials, the installation of metering devices for energy and water resources, and automated systems for regulating heat consumption.

The projects of multi-family residential buildings provide for the mandatory use of energy-saving materials, the installation of common household metering devices for heat and water, apartment-by-apartment metering devices for electric energy, cold and hot water, gas, as well as regulators in heating systems, automated systems for regulating heat consumption.

2. It is not allowed to commission new facilities that consume energy and water resources that are not equipped with energy and water metering devices and automated heat management systems.

3. The requirements of paragraphs 1 and 2 of this article regarding automated systems for regulating heat consumption do not apply to facilities with an average hourly consumption of thermal energy (including the cost of thermal energy, heating, ventilation, air conditioning and hot water supply) of less than 50 kW.

4. Consumers make payments for the consumed thermal energy according to tariffs differentiated depending on the availability or absence of heat metering devices, the volume of consumption and (or) according to other criteria, in accordance with the legislation of the Republic of Kazakhstan on thermal energy and concluded contracts.

This Law regulates public relations and defines the legal, economic and organizational foundations of the activities of individuals and legal entities in the field of energy conservation and energy efficiency improvement.
