1. The Special Postal Service performs special statutory tasks to ensure the protection of information constituting state secrets when forwarding special items through special postal communication channels.

2. The Special Postal Service is a single structural subdivision of the National Postal Operator, provides special postal services in accordance with the legislation of the Republic of Kazakhstan.

3. The personnel of the special postal service shall be provided with uniforms in accordance with the samples of uniforms approved by the National Postal Operator, as well as service weapons, special protective equipment and communications in accordance with the legislation of the Republic of Kazakhstan.

4. The organizational activities of the special postal service, as well as the procedure for the provision of services and the list of users of special postal services are determined by the authorized body.

5. Special items transported by employees of the special postal service are not subject to inspection and detention, except in cases provided for by legislative acts of the Republic of Kazakhstan.

This Law establishes the legal basis of activities and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, and the competence of state bodies in the field of mail.
