Article 9-1. The procedure for organizing spectacular cultural events The Law on Culture
1. Venues for spectacular cultural events must comply with sanitary and epidemiological requirements and fire safety requirements.
2. The instruction on ensuring the safety of sports and mass sports, spectacular cultural events is approved by a joint order of the internal affairs bodies and the authorized body in the field of culture, physical culture and sports.
3. For the organization and holding of spectacular cultural events, local executive bodies establish organizational committees that coordinate the activities of organizations involved in the preparation and holding of these events.
4. In case of detection of violations of the requirements of the rules for the operation of structures, places for spectacular cultural events and fire safety, complicating the safety of individuals and participants, including in terms of dilapidation of the supporting structures of the stands, the placement of combustible substances and materials in the podium rooms, the lack of emergency lighting and escape routes, absence or malfunction fire protection equipment, as well as violations of the rules of installation and operation of electrical equipment that can lead to a fire, sanitary and epidemiological requirements, safety conditions for participants and spectators in places where spectacular cultural events are held, local executive bodies, upon submission by the internal affairs bodies or the state body in the field of sanitary and epidemiological welfare of the population, prohibit such events until the identified violations of safety conditions are eliminated.
5. The organizers of spectacular cultural events are obliged to:
1) to create conditions for the safety of individuals, the safety of places for holding spectacular cultural events, including the property located in them, as well as to assist the internal affairs bodies in ensuring public order;
2) to ensure the restoration of landscaping of the territory bordering the venues of spectacular cultural events, in case of its violation;
3) inform local executive authorities about the expected number of spectators no later than ten calendar days before the day of the event, one calendar day – about the number of tickets sold, passes issued, including for vehicles, as well as parking spaces for special equipment of internal affairs and health authorities, vehicles of persons with disabilities;
4) to place rules of audience behavior in the venues of spectacular cultural events;
5) not to use content aimed at propaganda or agitation of violent change of the constitutional order, violation of the integrity of the Republic of Kazakhstan, undermining the security of the state, war, social, racial, national, religious, class and clan superiority, cult of cruelty and violence, also contradicting generally accepted norms of morality and morality;
6) to ensure the proper behavior of artists when dealing with the audience before and during spectacular cultural events, including the prevention of their immoral, unethical behavior, which may be expressed in profanity, the use of alcoholic beverages, narcotic drugs, psychotropic substances, their analogues and precursors, on the basis of concluded agreements with them;
7) inform the viewer about the use of phonograms in the performance of musical works during spectacular cultural events.
6. The damage caused to individuals and legal entities during spectacular cultural events is compensated in accordance with the civil legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of creation, revival, preservation, development, dissemination and use of culture in the Republic of Kazakhstan and defines the legal, economic, social and organizational foundations of state policy in the field of culture.
