Article 9. Admission to study in law enforcement education organizations The Law on Law Enforcement Service
1. Persons with secondary education who have reached the age of sixteen may enroll in law enforcement education organizations.
The procedure for admission to a law enforcement agency's educational organization is determined by the head of the law enforcement agency.
Persons with higher education can enroll in law enforcement education organizations for training in professional training programs that provide for shorter training periods.
2. Persons who enroll in educational institutions of law enforcement agencies of the Republic of Kazakhstan, as well as educational organizations that implement educational programs of higher and postgraduate education, law enforcement agencies of foreign countries in the areas of law enforcement agencies with tuition fees from budgetary funds, they conclude a contract for the duration of training in an educational organization and at the same time for service in law enforcement agencies of the Republic of Kazakhstan after completing training in an educational organization in positions of middle and senior management.
3. The contract establishes the mutual obligations and responsibilities of the parties (the person entering the study and the law enforcement official) and provides for the conditions and terms of further service in law enforcement agencies after graduation. The contract is concluded after the decision of the admissions committee on admission to the law enforcement agency's educational organization. The form of the contract, the procedure for its conclusion, extension, modification, termination and termination are determined by regulatory legal acts of law enforcement agencies.
4. In the case of a contract with persons under the age of eighteen, the consent of their parents, adoptive parents or guardians is required.
5. Employees who have completed full–time education in law enforcement education organizations that implement higher education programs must serve in law enforcement agencies for at least five years, and those who implement general secondary education, as well as technical and vocational, post-secondary and postgraduate education programs for at least three years.
6. If an employee refuses to continue serving in a law enforcement agency after graduation from the law enforcement agency's educational organization or early termination of the contract, he is obliged to reimburse the state for the budget funds spent on training, scholarships, meals, clothing allowances during his studies and travel expenses to and from the place of study during the holidays. The amount to be withheld is calculated proportionally for each full month underserved before the end of the contract period.
This obligation does not apply to an employee in the event of his dismissal from service for health reasons based on the conclusion of the military medical commission on unfitness or limited fitness for service, or in connection with staff reductions or reorganization or liquidation of a law enforcement agency in cases where it is impossible to use in another position, as well as his transfer to another law enforcement agency or a special state the organ.
7. For those who have completed a full-time course in law enforcement education organizations that implement educational programs for technical and vocational, post-secondary and higher education, the training period is equivalent to military service. Graduates of educational organizations of law enforcement agencies of the Republic of Kazakhstan, educational organizations of law enforcement agencies of other states are sent for service according to the distribution.
8. Cadets of full-time departments of law enforcement education organizations, as well as students studying in the direction of law enforcement agencies in educational organizations of foreign countries who have reached military age and have been expelled due to academic failure, indiscipline, and also at their own request, are sent to the military administration bodies at their place of residence for military registration. They are required to reimburse the state for the budgetary funds spent on tuition, scholarships, meals, clothing allowances during their studies and travel expenses to and from the place of study during the holidays. The amount to be deducted is calculated proportionally for each full month of stay at the educational institution.
9. Reimbursement of budgetary funds in favor of the state is carried out in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
10. Cadets sent by law enforcement education organizations of the Republic of Kazakhstan, implementing educational programs of higher education, to law enforcement agencies for pre-graduate internship, are appointed to a vacant position for the period of internship.
11. Employees enrolled in master's and doctoral studies immediately after graduation from higher educational institutions of law enforcement agencies of the Republic of Kazakhstan are paid an official salary in the amount of seventy percent of the salary of a teacher of the relevant department, as well as an additional payment for a special title or class rank.
For employees enrolled in the master's and doctoral programs of law enforcement agencies of the Republic of Kazakhstan, for the duration of their studies, an official salary is set at seventy percent of the official salary for the last (non-temporary) full-time position held before being sent to study.
12. Cadets of law enforcement education organizations of the Republic of Kazakhstan are paid the cost of travel by intercity automobile (except taxi), railway and water transport to their place of permanent residence and back during the holidays.
12-1. Family members of cadets who are citizens of the Republic of Kazakhstan have the right to visit their close relatives from among the cadets to get acquainted with their lives and everyday life in accordance with the procedure determined by the head of the law enforcement agency.
13. Employees may receive higher and postgraduate education in law enforcement education organizations in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

This Law regulates public relations related to admission to the law enforcement service of the Republic of Kazakhstan, its passage and termination, and also defines the legal status (status), financial support and social protection of law enforcement officers of the Republic of Kazakhstan.
