Article 9. Chairmen of the Chambers of the Parliament of the Republic of the Constitutional Law on the Parliament of the Republic of Kazakhstan and the Status of its Deputies

Article 9. Chairmen of the Chambers of the Parliament of the Republic of the Constitutional Law on the Parliament of the Republic of Kazakhstan and the Status of its Deputies

     1. The Chambers are headed by Chairmen elected by the Senate and the Mazhilis from among their deputies who are fluent in the state language by secret ballot by a majority vote of the total number of deputies of the Chambers.

     2. A candidate for the position of Chairman of the Senate is nominated by the President of the Republic. The introduction of a new candidate to replace the one rejected by the Senate is carried out by the President of the Republic.

     3. Candidates for the position of Chairman of the Mazhilis are nominated by deputies of the Chamber.

     4. The Chairmen of the Chambers may be recalled from office and may also resign if the majority of the total number of deputies of the Chambers voted in favor.

     5. Chairmen of the Houses of Parliament:

     1) convene meetings of the Chambers and preside over them;

     2) provide general guidance on the preparation of issues submitted to the Chambers for consideration;

     3) ensure compliance with the rules of procedure in the activities of the Chambers;

     4) manage the activities of the coordinating bodies of the Chambers;

     5) sign acts issued by the Chambers;

     6) submit to the Chambers candidates for appointment to the posts of three judges of the Constitutional Court, two members of the Central Election Commission, three members of the Supreme Audit Chamber;

     7) perform other duties assigned to them by the Regulations of the Parliament.

     6. The Chairmen of the Chambers have the right to a decisive vote if the votes of the deputies are equally divided during the voting in the relevant Chamber.

     7. Chairman of the Mazhilis:

     1) opens Parliamentary sessions;

     2) convenes regular joint sessions of the Chambers, and presides over regular and extraordinary joint sessions of the Chambers.

     8. The Chairman of the Senate and the Chairman of the Mazhilis have two deputies each, who are elected by the relevant Chamber upon the proposal of the Chairman of the Chamber by a majority vote of the total number of deputies of the Chamber. The Deputy Chairmen of the Chambers perform their individual functions on the authority of the Chairmen of the Chambers, as well as perform the duties of the Chairmen in case of their absence or inability to perform their duties. The Deputy Chairmen of the Chambers may be dismissed from office on the proposal of the Chairmen of the Chambers, if the majority of the total number of deputies of the relevant Chamber voted in favor.

     9. The Chairmen of the Chambers issue orders on matters within their competence.

     This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, defines the organization and activities of the Parliament of the Republic of Kazakhstan and the legal status of its deputies.
