Article 9. Competence of central executive bodies and state bodies, including those directly subordinate and accountable to the President of the Republic of Kazakhstan, in the field of informatization The Law on Informatization
Central executive bodies and state bodies, including those directly subordinate and accountable to the President of the Republic of Kazakhstan:
1) ensure compliance with uniform requirements in the field of information and communication technologies and information security, data management requirements;
2) ensure the implementation of the "e-government" architecture;
3) create and develop e-government informatization facilities;
4) provide content, ensure the reliability and relevance of electronic information resources;
5) excluded by the Law of the Republic of Kazakhstan dated 07/14/2022 No. 141-VII (effective ten calendar days after the date of its first official publication);
6) participate in the development of "e-government";
7) provide access to local executive bodies within their competence to the information systems of state bodies under the jurisdiction of the state body;
8) post open data in Kazakh and Russian on the Internet portal of open data;
9) carry out accounting and updating of information about the objects of informatization of the "electronic government" and electronic copies of the technical documentation of the objects of informatization of the "electronic government" on the architectural portal of the "electronic government";
10) excluded by the Law of the Republic of Kazakhstan dated 11.12.2023 No. 44-VIII (effective sixty calendar days after the date of its first official publication).
11) ensure that the original technical documentation is stored on paper and submitted to the e-government service integrator upon request.;
12) implement the use of standard solutions in the creation and development of e-government informatization facilities;
13) post publicly available information about the plans and results of the creation and development of informatization facilities of government agencies on their Internet resources;
14) place Internet resources on a single platform of Internet resources of government agencies, as well as ensure their reliability and updating;
15) excluded by the Law of the Republic of Kazakhstan dated 12/30/2020 No. 394-VI (effective ten calendar days after the date of its first official publication);
16) acquire information and communication services;
17) establish requirements for the level of digital literacy of specialists in their respective fields of activity when developing and approving professional standards;
17-1) provide the operator with the electronic information resources necessary for the information content of the e-government web portal;
17-2) identify facilities related to critical information and communication infrastructure facilities within their competence;
17-3) provide workplaces with access to information facilities for employees of the National Information Security Coordination Center, with the exception of the authorized body for regulation, control and supervision of the financial market and financial organizations and special government agencies of the Republic of Kazakhstan;
17-4) provide the operator with access to electronic information resources for data analytics in accordance with data management requirements, with the exception of the State Security Service of the Republic of Kazakhstan;
17-5) transfer data to the e-government information and communication platform in accordance with data management requirements;
17-6) They ensure the implementation of the "e-government" architecture, access to it, and also participate in the development of the "Single Window" of the national innovation system in accordance with the legislation of the Republic of Kazakhstan.;
18) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.
The competence of the central executive bodies is also determined by acts of the Government of the Republic of Kazakhstan.
The Law of the Republic of Kazakhstan dated November 24, 2015 No. 418-V SAM.
This Law regulates public relations in the field of informatization that arise in the territory of the Republic of Kazakhstan between government agencies, individuals and legal entities during the creation, development and operation of informatization facilities, as well as with state support for the development of the information and communication technology industry.
