1. The sale of ethyl alcohol and alcoholic beverages is prohibited.:

1) excluded by the Law of the Republic of Kazakhstan dated 12/30/2020 No. 397-VI (effective from 01/01/2024).

2) not complying with the requirements of technical regulations.

2. Alcohol trafficking is prohibited:

1) in a tin container (except for brewing products and low-alcohol beverages), in a bottle without a label and a plastic container (except for bottling brewing products to the end user);

2) in containers and packages not specified by the technical regulations;

3) subject to marking with an accounting and control stamp, without an accounting and control stamp, as well as with a stamp of an unidentified sample and (or) unidentifiable.

3. Storage and sale of alcoholic beverages is prohibited.:

1) without an appropriate license;

2) in buildings and territories of healthcare, education, physical education, sports and technical facilities, gas stations, shopping markets, cultural and leisure organizations;

3) outside the places established by subitems 3) and 4) of Article 1 of this Law;

4) during the period of suspension of the license;

5) without payment of fees for the use of licenses for certain types of activities within the time limits and amounts established by the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code);

6) without the presence of an identification device for accounting and control marks.

The provision of this subparagraph does not apply to licensees whose activities are carried out in places where there is no public telecommunications network.

4. Retail sale is prohibited:

1) alcoholic beverages for persons under the age of twenty-one;

2) vodkas and special vodkas, vodkas with a protected appellation of origin, spirits, cognac and brandy below minimum retail prices;

3) alcoholic beverages, except for sale in restaurants, bars and cafes, as well as on passenger aircraft, passenger ships of sea transport, in dining cars of passenger trains:

from 23 to 8 o'clock the next day;

with a volume fraction of ethyl alcohol in excess of thirty percent from 21 to 12 o'clock the next day.

5. The turnover and movement of ethyl alcohol and alcoholic products is prohibited without the presence of accompanying invoices for goods, as well as in violation of the rules of registration.

The Law of the Republic of Kazakhstan dated July 16, 1999 No. 429.

This Law regulates relations arising in the process of production and turnover of ethyl alcohol and alcoholic products, state regulation and implementation of activities of subjects of production and turnover of ethyl alcohol and alcoholic products.
