Organizations of the military-industrial complex:

1) participate in the implementation of state policy in the field of the defense industry and the state defense order;

2) manufacture military goods (products), dual-use goods (products), perform military-purpose work and provide military-purpose services;

3) ensure the safety of the production of weapons and military equipment, control, accounting and safety of manufactured weapons and military equipment;

4) carry out foreign trade activities in relation to manufactured and manufactured military goods (products), dual-use goods (products), military works performed and military services provided;

5) participate in the implementation of measures for the development of military-industrial potential;

6) form the cost of measures of the state defense order;

7) perform and (or) participate in the implementation of the state defense order as a matter of priority;

8) import goods (products), including military goods (products), works and services for the production of military goods (products), dual-use goods (products), military works and the provision of military services when fulfilling a state defense order, obligations under contracts, as well as for the implementation of export supplies;

9) implement scientific and scientific-technical projects in the military-industrial complex, including the expansion, reconstruction and technical re-equipment of production;

10) conduct scientific research in accordance with the rules for the organization and conduct of scientific research within the framework of the state defense order;

11) develop and participate in the development of national standards in accordance with the legislation of the Republic of Kazakhstan;

12) monitor current and prospective needs for qualified human resources;

13) carry out activities stipulated by the mobilization plans of the Republic of Kazakhstan;

14) perform other functions stipulated by the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of the defense industry, the state defense order, as well as certain issues of the turnover of weapons and military equipment.
