Article 9. Functions of the National Chamber for representation, protection of the rights and legitimate interests of business entities The Law On the National Chamber of Entrepreneurs of the Republic of Kazakhstan
1. The National Chamber represents and protects the rights and legitimate interests of business entities in the state bodies of the Republic of Kazakhstan, as well as in international organizations and foreign states, in accordance with this Law, other regulatory legal acts, and the charter of the National Chamber, with the exception of the rights and legitimate interests of business entities in the social partnership system provided for in Chapter 13 of the Labor Code of the Republic of Kazakhstan.
2. The National Chamber:
1) represents the interests of business in the Government of the Republic of Kazakhstan, the Kurultai of the Republic of Kazakhstan, and other state bodies;
2) participates in the development of regulatory legal acts, draft legal acts in the field of the state planning system affecting the interests of business entities, with the exception of draft regulatory legal acts of central and local executive bodies, as well as akims, providing for decisions on the establishment (cancellation) of a quarantine zone with the introduction of a quarantine regime in the relevant territory, on the establishment of (lifting) quarantine and (or) restrictive measures in cases stipulated by the legislation of the Republic of Kazakhstan in the field of veterinary medicine, as well as declaring a natural and man-made emergency.;
3) carries out mandatory review of advisory documents on regulatory policy, draft laws and other regulatory legal acts, draft legal acts in the field of the state planning system that affect the interests of private business entities, with the exception of draft regulatory legal acts of central and local executive bodies, as well as akims, which provide for decisions on the establishment (abolition) of a quarantine zone with the introduction of a quarantine regime in the relevant territory, on the establishment (lifting) of quarantine and (or) restrictive measures in cases provided for by the legislation of the Republic of Kazakhstan in the field of veterinary medicine, as well as the declaration of a natural or man‑made emergency situation.
4) develops and submits proposals to the Government of the Republic of Kazakhstan on the transfer to a competitive environment of the functions of central and (or) local executive bodies in the field of entrepreneurial activity, with the exception of the functions of state regulation of financial organizations and the financial market;
4-1) coordinates the work of business entities and their associations accredited by the National Chamber on the transfer of functions of central and (or) local executive bodies to a competitive environment;
4-2) carries out, together with the central and (or) local executive bodies, the selection on an annual basis of the functions of the central and (or) local executive bodies for transfer to a competitive environment;
4-3) Collects, analyzes and publishes proposals from business entities and their associations on the functions of central and (or) local executive bodies proposed for transfer to a competitive environment.;
4-4) participates in conducting an analysis of the market readiness regarding the functions of central and (or) local executive bodies proposed for transfer to the competitive environment;
4-5) participates in reviewing issues related to the poor performance of the functions of central and (or) local executive bodies transferred to the competitive environment;
5) participates in the work of collegial advisory bodies under central and local government bodies, which are established to address issues affecting the rights and obligations of entrepreneurs.
6) establishes arbitration in accordance with the Law of the Republic of Kazakhstan “On Arbitration”.
7) holds public hearings on entrepreneurship issues.
3. Public hearings on entrepreneurship issues are held in accordance with the procedure provided for in this Law and the charter of the National Chamber.
Deputies of the Kurultai of the Republic of Kazakhstan and local representative bodies, representatives of state bodies, local self‑government bodies, organizations, business entities, and the media may take part in public hearings.
Representatives of the central executive bodies that are part of the Government of the Republic of Kazakhstan, as well as local executive bodies, take part in public hearings at the invitation of the Presidium of the National Chamber.

This Law regulates public relations arising in connection with the establishment and operation of the National Chamber of Entrepreneurs of the Republic of Kazakhstan and the development of entrepreneurship in the Republic of Kazakhstan.
