The basis of economic and business relations in transport is formed by the market of demand and supply of transport services.

Transport companies and carriers carry out their activities on a commercial basis.

Transport companies and carriers independently develop plans, conclude contracts for the performance of works and services in accordance with the needs of the client.

Government agencies that have made decisions on the organization of passenger transportation, the profitability of which is not ensured by the current regulated tariffs, provide subsidization of losses or expenses of carriers from budgetary funds in accordance with the legislation of the Republic of Kazakhstan.

If urban rail transport is available, the local executive body approves the Rules for Subsidizing Passenger Transportation by Urban Rail Transport.

When developing urban rail transport in a city of national significance, the capital, through loans attracted under a state guarantee, the rules for subsidizing the costs of a transport company for repayment and maintenance of this loan are approved by the authorized body.

The provision of passenger transportation services by light rail can be carried out on the basis of an agreement between the local executive body and the company performing the functions of managing the transport infrastructure of the capital.

The maintenance of shipping lanes, locks, and safety inspections is carried out at the expense of budgetary funds.

For the use of the mainline railway network, state ports, flight control and air navigation services in the airspace of the Republic of Kazakhstan by legal entities and individuals, including foreign ones, payments are made in accordance with the procedure and amounts determined by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated September 21, 1994 No. 156.

This Law defines the foundations of the legal, economic and organizational activities of transport in the Republic of Kazakhstan.
