1. A special economic zone is being created in order to accelerate the development of modern high-performance, competitive industries, form a qualitatively new level of service provision, attract investment, introduce new technologies into economic sectors and regions, and increase employment.

2. A special economic zone, the boundaries of which fully or partially coincide with the sections of the customs border of the Eurasian Economic Union, is also created for the development of cross-border trade and the economy of adjacent border territories, the development of transport infrastructure, tourism and cultural interaction of the border territories of the Republic of Kazakhstan.

3. The industrial zone is being created in order to provide infrastructural support for the development of entrepreneurship in the regions.

This Law regulates public relations arising from the creation, operation and abolition of special economic and industrial zones on the territory of the Republic of Kazakhstan.
